In the year 2018, a video from Carroll ISD went viral of a group of all white high school students shouting the N word and laughing. A year later in 2019, a second video surfaced from Carroll ISD's middle school students saying the N word as well, spiraling CISD into another bout of news coverage. The district decided that enough was enough and Formed a district diversity counsel (DDC) which collected data and drafted their first Cultural Competence Action Plan, the CCAP in July of 2020. Parents met them head on with immediate action, expressing displeasure and protest in enacting an anti-racism plan for the district. Almost an entire school year has passed since it's initial proposal, and the district has a lawsuit filed against them by a group of parents over their implementation of the CCAP, which has currently halted it's progress. Just days ago, during the April 6, 2021 school board meeting, 2 board members were arrested over supposedly breaking the open meeting rules in regards to information about the CCAP. Teachers who know one of the members arrested have stated otherwise saying she was only volunteering to fill a role, and had texted the other member asking how she needed to close the current section. With the high tensions in the district, the opposing parents jumped at any opportunity to further stall the conversation on the CCAP and whether the messages were about the program or just a question from a volunteer, the parents made sure members saw jail time which has now halted the boards allowance to event talk about the program until further notice.
