On-Scene Commander (OSC)

OSC to set up command base and direct the fire fighting and / or rescue operation. He shall be assisted by ERT Leader.

OSC to identify the criticality of the situation and inform HSE Committee immediately of any major case.  HSE Committee has the authority to approve or not the immediate correction, or any seek of assistant / consultation from Client or relevant authorities (Fire Brigade, Police, Hospital and etc.)

OSC is responsible to ensure head counts are conducted and details are ready to be informed to relevant authorities for rescue operation.

ERT Leader (HSE Personnel)

HSE Personnel (Coordinator / Supervisor / Promoter) shall assist OSC in case or emergency.

HSE Personnel shall also lead any firefighting and assist in rescue operation.

Fire Fighting and Rescue Operation

Firefighting, first aider and rescue personnel shall be trained on such emergency response procedure and able to apply knowledge on the actual emergency scene.

Fire fighter, first aider and rescue personnel shall respond immediately in a reasonably practical manner to any call of duty.

In TIER 3 emergency case, first aider shall provide treatment to maintain victim condition while waiting for relevant authorities’ assistant.
