Writing a Pre-ambulatory clause can be very confusing but once you know what needs to be done it is very very easy. The Pre-ambulatory clause is facts or statements that address the topic at hand, it could be facts, definitions or previous attempts to solve it. Below is a list of what your pre-ambulatory clause could possibly be about:
References to the UN Charter;
Citations of past UN resolutions or treaties on the topic under discussion;
Mentions of statements made by the Secretary-General or a relevant UN body or agency;
Recognition of the efforts of regional or nongovernmental organizations in dealing with the issue; and
General statements on the topic, its significance and its impact.
Any words needing to be defined in the resolution or in the question at hand.
STRUCTURE:
Your beginning phrase which would 'calls' or 'congratulates' etc. needs to be italicised. Not bold or underlined, ONLY italicised.

Writing Operative Clauses are the most exciting part because this is where you can express your own ideas. Operative clauses offer solutions to issues addressed (your question of) earlier in a resolution through the perambulatory section. These clauses are action oriented and must include a who. Here are a few tips to write a good operative clause:

Do not mention why, this is what your speech should have
Never mention the price, always assume you have unlimited
Make it as detailed as possible
Make it meaningful
Make sure it is your own idea
STRUCTURE:
Your Operative clause Phrase must be underlined
Clause should be numbered;
Each clause should support one another and continue to build your solution;
Add details to your clauses in order to have a complete solution;
Operative clauses are punctuated by a semicolon, with the exception of your last operative clause which should end with a period.
