In recent years, rapid advances in information technology have enabled many sectors to reduce labor costs and improve convenience in daily life. However, beneath this convenience lies significant cybersecurity risk. The transmission and use of information may be subject to security vulnerabilities, which malicious actors can exploit to forge, steal, or manipulate data, resulting in serious and irreversible consequences. Examples include cyberattacks on Japanese online banking services in 2011, which led to numerous cases of unauthorized withdrawals, and the First Commercial Bank ATM fraud incident in Taiwan in July 2016.
As cybersecurity concerns continue to grow, many countries have elevated cybersecurity to the level of national security. Developing cybersecurity professionals has therefore become a top priority. Advanced economies in Europe, the United States, Japan, South Korea, and China have invested substantial resources in cybersecurity talent development. Taiwan must likewise cultivate the cybersecurity professionals needed by its industries and government agencies to ensure the strongest possible protection for critical industrial technologies, government electronic documents, and data.
Recognizing the importance of cybersecurity, the Government of Taiwan has actively established relevant institutions and initiatives, including the National Information and Communications Security Taskforce under the Executive Yuan. These efforts encourage government agencies to develop cybersecurity policies and implement strategies that strengthen Taiwan’s cybersecurity posture. Through research programs and talent cultivation, the goal is to integrate industry, government, and academia while aligning Taiwan’s cybersecurity capabilities with international standards.
However, major cybersecurity research institutions in Taiwan, such as the National Center for Cyber Security Technology and the Institute for Information Security, have historically been concentrated in northern Taiwan. This imbalance in regional resources requires improvement. As the government continues to increase investment in southern Taiwan to strengthen the nation’s cybersecurity capabilities and global competitiveness, this is an important opportunity to secure resources for cybersecurity development in the region.
To enhance cybersecurity research and support the cybersecurity industry in southern Taiwan, it is essential to cultivate more cybersecurity professionals and strengthen regional research and technical capabilities. Talent development requires long-term training, while the advancement of cybersecurity technologies also requires an appropriate research environment. National Sun Yat-sen University possesses substantial cybersecurity-related research resources and established its first Master’s Program in Information Security in the 2019 academic year to cultivate cybersecurity professionals.
Establishing an Information Security Research Center in such an environment can effectively support the implementation of government cybersecurity policies, promote cybersecurity research and technology development, cultivate cybersecurity talent in southern Taiwan, raise awareness of the importance of cybersecurity in modern life, strengthen existing cybersecurity hardware and software capabilities, and facilitate cybersecurity technology exchange between industry and academia in southern Taiwan.
The Center will actively seek external resources and organize a wide range of talent-development initiatives. Led by National Sun Yat-sen University and in collaboration with southern Taiwanese universities—including National Cheng Kung University, National University of Kaohsiung, Kaohsiung Medical University, and National Kaohsiung University of Science and Technology—the Center will promote forward-looking cybersecurity research that integrates practical applications and technical innovation across six key areas: Cryptographic Technologies, Network Security, System Security, Digital Forensics, Security Operations, and Data Analytics.
In summary, the establishment of an Information Security Research Center at National Sun Yat-sen University, a leading university in the Kaohsiung–Pingtung region, will help cultivate cybersecurity professionals, enhance cybersecurity infrastructure, and strengthen technical capabilities in southern Taiwan. Drawing on domestic and international experience and guided by Taiwan’s National Information and Communications Security Development Program, the Center aims to achieve the following five objectives:
Promote forward-looking cybersecurity research.
Cultivate cybersecurity professionals in southern Taiwan.
Assist industry, government, and academic institutions in strengthening existing cybersecurity equipment and software technologies.
Support the promotion and implementation of government cybersecurity policies.
Facilitate cybersecurity technology exchange among southern industries and academic institutions, as well as international and academic collaboration.
By establishing the Information Security Research Center, existing human resources and facilities in southern Taiwan can be effectively integrated. Through long-term collaboration with local industries and governments, the Center will promote cybersecurity policies, broaden the international perspective of local industries, and cultivate more professionals with cybersecurity expertise.
