Regulations Governing the Establishment of Information Security Research Center of National Sun Yat-sen University
Article 1
This regulation is defined and enacted under the Regulations Governing the Establishment and Abolition Qualification Review of Research Center of National Sun Yat-sen University.
Article 2
This Center is named “Information Security Research Center of National Sun Yat-sen University” (hereinafter referred to as “this center”) which is the primary center organized by National Sun Yat-sen University.
Article 3
The objective of this center takes “Energy aggregation, Resource integration, and Crisis management” as core concepts, supporting information security companies and also integrating the government, academic research, and corporation. Furthermore, this center will assist the government in promoting as well as implementing the policies of information security and conduct foresight studies on related issues to become a pioneer in the information security field. The tasks of this center as below:
Promote foresight studies on information security.
Talent training of the information security field.
Assist industry, government, and academic units in strengthening existing equipment and software technologies.
Assist the government in the promotion and implementation of information security policies.
Assist the industry and academia to conduct academic as well as international exchanges on information security technology.
Article 4
This center is the primary center organized by National Sun Yat-sen University, consisting of a cryptographic technology group, a network security group, a system security group, a digital forensics group, an information security operation group , and a data analysis group. The tasks of each group as below:
Cryptographic technology group:
Promote the development and research of crypto technology, organize various crypto-related seminars, improve the comprehension of industry and academics about crypto technology and establish a robust infrastructure of crypto.
Network security group:
In charge of the promotion and academic research of network security-related services.
System security group:
Promote the development of system security, such as developing system security technology, training professional information security talents, hosting system security seminars, and academic conferences, etc.
Digital forensics group:
In charge of promoting the development of digital forensics, such as establishing standard procedures for identification, assisting in providing relevant technical support and identification personnel for government, and crime tracing and rescue after any occurrence of security incidents.
Information security operation group:
In charge of information security operations of the campus, promoting information security-related services, certification, auditing, assisting in emergency response, and handling security events.
Data analysis group:
Using data analysis technologies or frameworks to analyze collected data such as network packets and traffic, information security incidents, malicious programs, system weaknesses, or logs, etc. to enhance information security protection capabilities and can be used as information security decisions or academics research.
Article 5
This center will appoint a director with a three-year term and can be continuously appointed. The director is responsible for handling affairs of this center and will be hired according to the relevant procedures of National Sun Yat-sen University.
Article 6
This center will appoint a deputy director with a three-year term and can be continuously appointed. The deputy director will be hired according to the relevant procedures of National Sun Yat-sen University.
Article 7
Each group of this center will appoint a group leader, who will be hired according to relevant procedures by the director of this center.
Article 8
Administration-related personnel can be hired temporarily in accordance with the project and will be dismissed after the project ends.
Article 9
This center has an advisory committee, which members are hired on-campus and off-campus to make suggestions on the operation of the center. The members are all unpaid, but when they attend an advisory meeting, off-campus members can receive attendance fees.
Article 10
All funds (including personnel costs) of this center are paid by the entrusted projects acquired by this center, or other self-sufficient ways. All of the revenues and expenditures should be included in the funds of school affairs, and every payment reimbursement should be handled in accordance with regulations of National Sun Yat-sen University.
Article 11
Each center must conduct a self-evaluation every year and accept the evaluations from school three years after its establishment. Items and methods of evaluation should be handled in accordance with relevant regulations.
Article 12
This center will be considered as an automatic abolition if any following situations occur:
1. The reason for establishing this center was disappeared and an abolition request was proposed by the director of this center, referral supervisors, approved meeting, or the principal.
2. Violation of the regulation as mentioned above in Article 11.
3. When the funding of this center is insufficient to support the operation.
Article 13
This regulation was approved by the establishment review conference of this center and can be implemented after requesting the principal's authorization. The same procedures will be followed for amendment.
