The subsidized child care program helps low-income families pay their child care fees. The state and federal governments fund this program, which is managed by the Early Learning Resource Center (ELRC) located in your county.

Pennsylvania Pre-K Counts provides free half-day or full-day pre-kindergarten for at-risk children throughout Pennsylvania.
Today’s Child offers a range of services, including preschool education, before- and after-school care, and early childhood development programs throughout several different centers across Chester, Delaware, and Philadelphia county. These include Today’s Child Learning Centers and Warwick Child Care centers, which provide free meals and snacks.
Head Start programs are federally-funded programs that serve three and four-year-old children. Programs may be based in centers, schools, or family child care homes. Services include education, as well as health, nutrition, social and other services.
Early Head Start serves pregnant women and families with children from birth to age 3. It operates like preschool Head Start. The program may be offered as center-based or home-based services and is free.
