Employees who have official travel orders of 3 or more times during the week shall not be allowed Overtime Work or Work from Home Arrangements (Memo. No. 7, S. 2021)

Travel on Mondays and Fridays are discouraged except if attending L&D activities and emergencies. Travel order must be approved by head prior to travel
Allowed once a week for non-frontline services to support energy conservation policies of IPG but employee must make himself available for contact during office hours when working from home
Targets and work outputs and service delivery must have a specific physical / virtual proof of accomplishment
Attendance to flag ceremony, wearing of IDs and uniforms
Cleanliness in area. All personnel must be responsible in the cleanliness and tidiness of their area
Smoking / Vaping not allowed in Capitol premises
Lights-Off policy – to conserve energy
Recording of Supplies – Use logbook every time you take supplies.
Record transfer of equipment / furnitures to monitor inventory
Should be recommended by your division heads, initialed by admin and approved by head of office.
For JOSS, OT are not to exceed 22 days every month unless deemed essential bt Head of Office
Authorized only when extremely necessary, such as when a particular work or activity cannot be completed within regular work hours and that non-completion of the same will:
cause financial loss
embarass govt. due to inability to meet commitments
negate the purposes for which the work or activity was conceived.
As a general rule, remuneration for overtime services shall be through Compensatory Time - Off (CSC-DBM JC#2, 2004, #21-a, S. 2005)
OT service during ordinary working day shall be at least 1 hours and not exceed 3 hours, except on highly important / exceptional cases as determined bu Head of Office in which case OT with pay may extend beyond 3-hour period (IPG Memo Order#80, S. 2022)
Only a maximum of 12 hours on a rest day, scheduled day off, holiday or non-working day shall be compensated through OT pay. Excess over 12 hours shall be compensated through CTO (IPG Memo Order#80, S. 2022)
Employees who are late and/or absent for at least three (3) times a week shal;l not be authorized to render OT services on the immediate following Saturday/Sunday. (IPG Memo Order#80, S. 2022)
Accounting Rules for Weekend / Weekday Overtime. Permanent employees are not allowed Overtime (including Conpensatory OT) if:
3 or more days Leave within the week
Undertime Fridays or 3 or more times within the week
Combination of both leave and undertime
Friday Travel or Work From Home
Initialed DTR day before overtime
For Vacation / Special Leave. Apply Five (5) days prior to leave
For Sick Leave. Apply before any scheduled medical procedure or after return to office /recovery
DTRs – must have a maximum of 3 (three) handwritten entries per month and must be supported by logbook entries. Blank entries in the morning are considered absent for the whole morning.
No Gaming during office hours, esp. with clients waiting
Break time – 15 minutes am & pm, 1 hr lunch break. Indi mag dululungan (No Noon Break Policy)
Pass Slip. To let us know where you are and how long you were there. For personal errands, it should not be more than an hour. For official business, must be approved by head of office. You are expected to return to the office for both instances.
Spot Checking - habitual absences and tardiness will be sent a memo
Neglect of duty, inefficiency of performance of official duties. loafing or frequent unauthorized absences from duty during regular hours, and conduct to the best inetrest of the service as grounds for disciplinary actions (PMC#3, S. 2016. Unexplained absences in the office will be deemed automatically absent.
