What is L&D? Learning and development (L&D) is the process of empowering employees with specific skills to drive better. L&D targets performance gaps, skills improvement and knowledge enhancement on work related tasks
Why do you need to submit a pink L&D Form BEFORE training?
Because you are using government resources to attend the seminar. Seminars especially those with registration fees for reimbursement / cash advance) must be approved with HRDC (Human Resource Development Committee.) Without an approved pink form, you cannot reimburse paid seminars and trainings and training hours will not be credited to your file.
Pink forms must be submitted before the seminar with
Invitation/confirmation from the agency giving the seminar
Approval of Division Head and Head of Office
Must be included in the L&D Plan for 2025
Training provider must be accredited by the CSC (checked by HRDC)
Must have feedback/evaluation form of last seminar attended attached (checked by AO)
In the event that seminar started before submitting pink form, employee must submit Pink form 7 days after Learning and Development Activity ended.
No APPROVED pink forms MEANS no training credit for L&D Activities attended.
Who looks for the trainings you attend? Ikaw. Kay ikaw kabalo ano need mo. And you must have stated those needs in the Individual Career and Development Plan (for permanent employees) guina fill-up nyo kada tuig. THE ICDP is consolidated to an annual L&D Plan for the office and is the basis kun i-allow ka mag attend sang training or not.
What happens if I did not submit my ICDP? You can't attend any training (permanent employees)
What happens if I have a new assignment which was not in my ICDP? It will be reviewed by the HRDC and defended by your AO.
Ano role sang Admin sa L&D? They make sure complete imo docs to have L&D approved. And they report these trainings in the L&D office Accomplishment Report submitted every quarter.
All employees are required to have attend an L&D event at leasdt once a year. This will be included as part of the Accomplishment in the IPCR, DPCR and OPCR every 2nd semester.
