Urban Local Governments can play a vital role in initiating specific need-based programs, efficiently implementing schemes as well as enforcing laws related to child welfare. Despite being the first point-of contact for citizens mandated under 74th Constitutional amendments, they are often invisible in the policy discourse, governance and accountability towards the citizens of their constituencies. This is despite the fact that research studies, in several contexts, document that active involvement and participation of elected representatives lead to effective planning, implementation and better outcomes of policy or program initiatives.
The specific objectives of this round-table were to discuss:
The scope of 74th amendment with respect to ward councilors, identify gaps, including capacities, in the current urban governance framework.
Good practices in the implementation of 74th amendment from Gujarat and other states of India.
Policies and strategies to build capacities of Ward Councilors to prioritize child welfare issues in wards (to strengthen child centric-friendly wards and cities urban local governance with Ward Councilors playing catalyst role).
