Anarchy
Anarchy is a situation where there is no government. This can happen after a civil war in a country, when a government has been destroyed and rival groups are fighting to take its place. The first people didn't need any government, because there were so few people. Mostly people lived just with their own family or with one or two other families. The older men and women would make decisions for the group without any formal system of government. If you didn't like the decisions that were made you could move. Today, anarchists are people who believe that government is a bad thing. They say it stops people from controlling their own lives.
Today, Somalia has a very weak government that doesn't always operate inside the country due to many years of war and fighting. Without a proper government and laws that are enforced, piracy and terrorism has spread.
