VDOE has launched its Virginia Licensure Online system (VALO) to help modernize the teacher licensure process and make the application and renewal experience more user-friendly for perspective and current teachers. The system is designed to assist applicants as they move through the licensure process. VALO will make it easier for prospective teachers to submit complete and accurate applications, keep track of their application status, and timely correct any needed information. Read more from VDOE!
VCLA ELIMINATION: HOUSE BILL 731
On April 8, 2024, the Governor of Virginia approved House Bill 731, which eliminates the Virginia Communication and Literacy Assessment (VCLA) as a requirement for initial licensure. This assessment requirement remains in effect through June 30, 2024. Effective July 1, 2024, individuals will no longer be required to pass the VCLA as a requirement for initial licensure.
After June 30, 2024, individuals who have been cited for the VCLA, and who have completed all other initial licensure requirements, may submit a request to update their evaluation and be issued a full, renewable license. Individuals who are employed in a Virginia educational agency should work directly with their employing agency’s human resources or licensure representative in submitting this request.
License Certificates
On June 21, 2023, the VDOE Office of Licensure and School Leadership ceased the printing and mailing of paper licenses and evaluations. The Office of Licensure and School Leadership will make license certificates and evaluations available in the future on the eGOV portal. Applicants and license holders are encouraged to create an eGOV account to view pertinent licensure information.
June 2, 2023- VDOE Renewable License Extension
The VDOE has released a Superintendent’s Memo (#092-23) stating the State Board of Education approved an emergency regulation to extend the expiration date of all renewable teacher licenses set to expire June 30, 2023 by one year to June 30, 2024. Our office will continue to renew licenses as renewal requirements are met. Please be advised by not renewing your teaching license by June 30, 2023, you will be subject to additional statutory training(s) and must adhere to the 2024 renewal requirements. May 17, 2023- Licensure Summary Update
In response to the current processing delays in processing teacher license applications, the VDOE has developed several strategies that will immediately improve the current crisis. Read more about these important strategies outlined in Superintendent’s Memo 093-23.
March 1, 2023- Update: At this time the VDOE has not released the African American History Module. If you are required to complete this statutory training and have everything completed with the exception of this training, please submit your renewal packet for processing. The VDOE will allow us to renew your license and complete the training at a later date. Please reach out to our office if you have any questions.
The Office of Licensure and School Leadership is pleased to announce phase one of an ongoing licensure enhancement project. During this first phase, the Office of Licensure and School Leadership will begin accepting online payments through our "Pay Now" button for applicants and license holders to pay upfront for licensure related requests. A list of fees can be found on the Fee Schedule for Licensure (Word).
Individuals taking advantage of this online payment option will be redirected to a third-party online payment vendor outside of the Commonwealth of Virginia network. Credit card payments are processed by Elavon's secure hosted payment website. The Office of Licensure and School Leadership will not have access to credit card information submitted on this third-party site. Once your payment has been processed via the Elavon website, you must print a copy of your receipt and include it with your application or request with your employer.
Mandatory Training in Cultural Competency and Licensure Requirements
As required by Code of Virginia § 22.1-298.7, no later than the beginning of the 2022-2023 school year, each school board employee, including teachers, leaders, and other licensed staff, is required to complete cultural competency training or instruction. In addition, effective July 1, 2023, every person seeking initial licensure or renewal of a license shall complete instruction or training in cultural competency. Two-Year Extension of Licenses expiring June 30, 2022
House Bill 236, passed by the 2022 General Assembly and signed by the Governor, allows the Board of Education to grant a two-year extension for all licenses expiring on June 30, 2022. Individuals employed by a Virginia education agency whose license will expire June 30, 2022, must contact their employer to request an extension of their license. No fee is required.

Mandatory Training in Cultural Competence and African American History
HB1904 and SB119 were identical bills passed during the 2021 General Assembly that support a culturally competent educator workforce in the Commonwealth. Individuals seeking an initial license or renewal must complete training in cultural competence and individuals seeking initial licensure or renewal of a license with an endorsement in history and social sciences shall complete instruction in African American history, as prescribed by the Board. While the law is effective July 1, 2021, applicants for an initial license and license renewal will not need to meet these training requirements until further action is taken by the Department and the Board of Education. More information about the timing of the trainings and requirements will be forthcoming.
Mandatory Training for Behavior Intervention and Support for Initial Licensure
Effective July 1, 2020, individuals seeking an initial license must complete training in behavior intervention and support in accordance with curriculum guidelines approved by the Board of Education. Applicants who complete a state-approved program will have completed this as part of their program. This requirement can be satisfied by completing modules and submitting the certificate of completion.
