The Read to Achieve program is a part of the Excellent Public Schools Act which became law in July of 2012 and applies to all schools at the beginning of the 2013-2014 school year.
The State Goal § 115C-83.1A.
The goal of the State is to ensure that every student read at or above grade level by the end of third grade and continue to progress in reading proficiency so that he or she can read, comprehend, integrate, and apply complex text when needed for secondary education and career success.
Read-to-Achieve consists of several components and support structures to reach the state’s goal of every student reading at or above grade level by the end of third grade, including the NC Early Learning Inventory, Facilitating Early Grade Reading Proficiency, and Eliminating Social Promotion.
Facilitating Early Grade Reading Proficiency- K-3 Reading Diagnostic Assessment
§ 115C-83.6. Facilitating early grade reading proficiency. (a) Kindergarten, first, second, and third grade students shall be assessed with valid, reliable, formative, and diagnostic reading assessments made available to local school administrative units by the State Board of Education pursuant to G.S. 115C-174.11(a). In accordance with legislation, kindergarten through third grade HCS Online students will take a reading diagnostic assessment during the scheduled Beginning-of-Year (BOY), Middle-of-Year (MOY), and End-of-Year Assessment windows using Istation.
Third Grade Proficiency
Third-grade students receive extra attention in North Carolina because of the state’s Read to Achieve legislative initiative, a part of the Excellent Public Schools Act. Under this state law, third-grade students who are not reading at grade level by the end of third grade will receive special help, including summer reading camp and other interventions to make sure that they can read well enough to be able to do fourth-grade work. The State Board of Education requires that a student be retained in the third grade if the student fails to demonstrate reading proficiency appropriate for a third grade student, as demonstrated on a State-approved standardized test of reading comprehension administered to third grade students. The test may be re-administered once prior to the end of the school year.
