Our team is working in partnership with Med-QUEST Division (MQD) assess and potentially improve the implementation of several areas key to effective health care delivery and community well-being. We are currently focusing our efforts on the following.
Serious Mental Illness Waiver: MQD is eligible to apply for a Serious Mental Illness (SMI) waiver from the US Centers for Medicare & Medicaid Serivces (CMS). This waiver allows for federal funding matching and opportunities for funds for enhanced service provision. In order to apply for the waiver, states much first conduct a statewide SMI Services landscape assessment.
Substance Use Disorders Waiver: MQD is eligible to apply for a Substance Use Disorders (SUD) Waiver from CMS. This waiver allows for federal funding matching and opportunities for funds for enhanced service provision. In order to apply for the waiver, states much first conduct a statewide SUD Services landscape assessment.
Palliative Care: MQD is implementing a new Palliative care benefit. They will be one of the first in the nation to provide this as a covered service.
All Patients Refined Diagnosis Related Groups: Hawaii MQD is implementing a new hospitalization payment grouper/system called All Patients Refined Diagnosis Related Groups (APR DRG). Health Plans will be adopting this to pay for member hospitalization stays.
Child to Adult Care Transition: The Child and Adolescent Health Division (CAMHD) is the DOH division responsible for the provision of services for youth with severe emotional and behavioral disturbances. All CAMHD patients have Medicaid. As CAMHD patients become an adult and age out of CAMHD service delivery, there is a need to evaluate and ensure continuity of care with other MQD behavioral health services such as CCS or through their QI services.
Compact of Free Association Nations Eligibility: Compact of Free Association (COFA) Nations residing in the United States are now eligible for federal funding related to Medicaid Coverage. MQD has always provided coverage to eligible children and pregnant women and has used State-only funds to cover Aged, Blind, or Disabled (ABD).
Health Care Outreach: the Health Care Outreach Branch's (HCOB) work is focused on enrollment assistance and reaching individuals and families who experience significant barriers to ehealth care access due to various social determinants of health (SDOH). Outreach workers collaborate with community-based organizations to provide on-site assistance to potential new members.
