ELD Site Coordinator Role
ELD Site Coordinators must attend, support, organize, and complete all aspects of the core functions to receive the annual stipend.

ELD Site Coordinators have access within IC to generate current ELL data sheets. The commonly used report types are Current LEP and New PHLOTE, FEP in 2 Year, and Parental Withdrawals.

As per ADE's Language Development Approach (LDA) teachers of multilingual learners and the ELD Site Coordinators are required to attend/facilitate meetings bimonthly to support Integrated language instruction with content instruction.
The ELD Academic Coaches have developed a comprehensive schedule to support ELD Coordinators, SEI Pull Out teachers, Integrated teachers, and Site Administrators. This plan includes the requirements of site-based ELD team meetings, workshops, and professional development opportunities.
As required by ARS 15-756.08, Local Education Agencies (LEA) who currently have multilingual learners enrolled in their district or charter may be selected by the Office of English Language Acquisition Services (OELAS) for program monitoring. ALL public school teachers working with English learners, delivering the required minutes of the SEI models are required to have an ESL, BLE, or SEI endorsement (AZ Board Rule, 7 A.A.C. 2.L). Teachers without a valid endorsement or completed coursework must enroll in CUSD's or a state approved course. The 45 hour course is designed to provide an understanding of the foundations of English Language Development (ELD) instruction and differentiated instruction for students whose language is other than English. Successful completion of the SEI course fulfills the requirements of the SEI Endorsement to be added to an Arizona teaching certificate.
The Parent Notification and Consent (PNC) form is used to notify parents/guardians their student has qualified for ELD services and will be placed in an ELD program or scheduled course. Parents/guardians will also receive a copy of the CUSD program description which includes the details of the ELD program, instructional provider, and ADE requirements.
PNC forms are completed annually within 30 calendar days of the first day of school or 2 weeks for students who enroll after the 30-day period.

Parent/guardian sign and dates -or- LEA documents 3 attempts
Completed forms are documented and locked in eELL-Pro. After completing the documentation requirements in eELL-Pro, the form is filed in the student's yellow ELD folder within the cumulative file. If after 3 attempts the form is not returned, document in eELL-Pro the attempts made, lock, and file.
Parents/guardians of a multilingual student have the right to decline their student's placement in an EL program or to have their student withdrawn from an EL program at any time after a consultation. The parent/guardian, teacher, and principal must discuss education options for the student prior to signing the Parent Request for Student Withdrawal (PW) form.
ONLY the parent/guardian can initiate a request for withdrawal from an EL program. If the site initiates, this could be an issue with the Office of Civil Rights. Parents may opt back in to EL services for their student at any time.
The student will continue to participate in the annual AZELLA reassessment until they achieve an overall Proficient score. The school is still obligated to provide academic and language supports although the student is not receiving Targeted instruction.
PW forms are ONLY generated by an ELD Academic Coach. Once the consultation has been completed and the parent/guardian continues to proceed with a withdrawal from services, contact your site ELD Academic Coach for the next steps.

Scan and upload a copy of the form into eELL-Pro, Supporting Documentation section for the student
Send a scanned copy of the PW form to your ELD Academic Coach
Remove student from Targeted ELD course in Infinite Campus *consult with the school counselor on substitute courses available*
File form in student's yellow ELD folder
What if a PW student moves?
If a multilingual student moves. . .
from elementary to secondary
to a new school implementing a different EL program
to a new LEA/District
. . .a consultation must occur to inform the parent/guardian of options available at the school to make an informed decision. If the parent decides to continue withdrawal from EL services, a new PW form must be generated by your site ELD Academic Coach. The completed and filed form will document the consultation and decision. Parents/guardians have the option to reinstate services during this consultation. Notify your ELD Academic Coach for the next steps.
LEAs are required to notify parents/guardians in writing that their child has been reclassified as Fluent English Proficient (FEP). When a student obtains an "Overall Proficiency Level of Proficient" on the AZELLA or Alt ELPA reassessment, an ELD Academic Coach will generate a Notice of Reclassification to be sent or mailed home after receiving official score reports.
Notice of Reclassification forms do not require a parent/guardian signature. The ELD Academic Coach, ELD Site Coordinator, or Assessment Administrator will sign the notice acknowledging the reclassification. A copy of the letter will be filed in the student's yellow ELD folder.
Once the student has attained proficiency on the AZELLA, their academic progress will be monitored for 2 years in the areas of reading, writing, mathematics, science, and social studies. Monitoring and documentation begins the school year after the year the student was reclassified. For example...if the student reclassifies in the Spring of 2025 (SY2024 - 2025), monitoring Year 1 will begin school year 2025 - 2026 and monitoring Year 2 will be 2026 - 2027.
ELD Academic Coaches will generate the Two-Year Monitoring Form for FEP students at your site. The Site ELD Coordinator will make copies for the student's content teachers to keep in their classroom and include data that demonstrates academic achievement.
Throughout the school year, teachers will record the following data:
State-Wide Assessment Scores: AASA, AzSci, ACT Aspire
District-Wide Assessment Scores: STAR/Renaissance, Common Finals
Other Criteria: Quarterly Content Area Grades, Classroom Formative/Summative Assessments
Data will used to monitor academic achievement and determine when compensatory instruction may be necessary. At the end of the school year, when all data is collected, the teacher/monitor will sign and date the appropriate year.
A Written Individualized Compensatory Plan (WICP) is required for any EL or FEP student participating in an instructional program that takes place outside of the regular school hours. This may include but not limited to before/after school tutoring, summer school, or intersession school. Compensatory instruction is considered or offered when a student is not demonstrating adequate growth towards the Arizona Academic Standards.
WICP forms can be generated by the Site ELD Coordinator or ELD Academic Coach within e-ELL Pro. Once the form is generated, the goal(s), objectives, and assessment sections will be completed by the teacher providing compensatory instruction. The parent/guardian, teacher, and principal will sign and date to acknowledge academic assistance and participation in the plan. If the parent/guardian chooses not to have their student attend, document on the form the reason along with a parent signature.
Once the instructional program concludes, upload a scanned copy into e-ELL Pro supporting documentation and file a copy in the student's yellow ELD folder.
