To review periodically the carder requirements in liaison with the Faculties, Divisions, and Units, and recommend to the Council any new cadre requirements including the suppression and or deployment of excess cadre on a need basis among Faculties, Divisions, and Units.

Liaise with the UGC and Department of Management Services to secure the approval for the annual cadre requirements.
Formulate the HR development plan on a 5-year cycle covering all categories of staff in liaison with Faculties, and academic and non-academic administrative divisions and implement the same in liaison with the internal and external training institutions/providers.
Conduct short-term training needs identification in liaison with the SDC on an annual basis for all categories of staff, and implement the annual staff development training schedule in liaison with the SDC and external training providers.
Design and implement a Performance Management System (PMS) in liaison with Faculties, Administrative Divisions and Service Units covering all categories of staff including the mechanism for rewarding high performers and addressing the issue related to low performers.
Facilitate /undertake other HRM functions such as onboarding, Reward Management, Grievance Handling, Discipline Management, Career Management, Employee Relations, and Employee Health and Safety, etc.
