Community Approves Special Election Question
On Tuesday, November 7, 2023, voters in the Clinton-Graceville-Beardsley (CGB) School District approved a one-question bond referendum in the amount of $25,000,000 for facility and learning environment improvements, including closing the elementary school in Clinton and combining into a single PreK-12 school in Graceville.
Following the vote, the unofficial election results are:
510 YES (55.86%) and 403 NO (44.14%).

This vote sends a powerful message that our community values education and is dedicated to providing our students with the best possible opportunities." said Superintendent Brad Kelvington.
Kelvington continued, “Together, we are investing in the future of our communities and ensuring that our school district remains a source of pride and excellence for years to come. Thank you for believing in our vision for a brighter tomorrow.”
Next steps include continued design and engineering work with our project partner SitelogIQ.
The district will continue to keep the community informed on the progress of current and future facility projects.

BALLOT QUESTION
Shall the board of Independent School District No. 2888 (Clinton-Graceville-Beardsley), Minnesota be authorized to issue general obligation school building bonds in an amount not to exceed $25,000,000 for acquisition and betterment of school sites and facilities including, but not limited to, safety, security and other capital improvements at the Secondary site and an addition to create a PreK-12 Building?
PROJECT SUMMARY
Early Childhood Addition
Build a 2400 square foot Early Childhood addition.
Create an outdoor playground geared for preschool-aged students.
Elementary School Renovation
Reconfigure 17,300 square feet of existing middle/high school space to support elementary school instruction.
Add a safe and secure entry vestibule that will house reception offices and health services.
Update the Special Education resource area for elementary students.
Add K-5 flexible classrooms to include a STEAM (Science, Technology, Engineering, Arts, and Mathematics) lab.
Create a collaborative learning commons with media center.
Create a music classroom to support elementary music programs.
Add a faculty resource area to provide support and resource space for faculty and student learning.
Create an elementary school playground with existing equipment relocated from Clinton Elementary School.
Middle/High School Safe & Secure Entryway
Create a secure front entrance vestibule and office renovation at the middle/high school.
Career and Technical Education (CTE) Addition
Build a 6,250 square foot addition to support CTE instruction, Family and Consumer Sciences (FACS) labs, and a flexible classroom space.
Athletics/Physical Education Addition
Build a 29,000 square foot addition which will include a two-court gym with flexibility to support competition play with bleachers, new weight room, and new locker rooms.
Building Improvements
Add a 34,000 square foot parking lot to support the expansion of the building additions.
Replace roof to alleviate the existing failing roof issues.
Update existing classrooms to provide a centralized resource learning for all students including a specialized resources area for Special Education students.
Update existing middle/high school environments with new fixtures, furniture, and equipment.

Ag2School Tax Credit Program
If the ballot question is passed, the State of Minnesota will pay 59% of the total cost of the referendum project through the Ag2School Credit Program, or $14.75 million of the $25 million bond amount.
All agricultural property owners will automatically receive a 70% credit on their property tax bills.
Over 80% of CGB residents are involved in agriculture.
Community Input
To ensure future facility decisions make sense for students, are fiscally responsible, and have community support, the CGB School Board requested that a Community Advisory Committee be formed to focus on CGB facilities and to provide insight and input as the board plans for the future of our schools.
From May to June 2023, the Community Advisory Committee, composed of 25 volunteer community members who represented a cross section of the community, met five weeks in a row, investing approximately 14 hours of their time doing the following:
Gathering community voice and input from the District community-wide survey.
Extensively touring both schools.
Examining facility engineering assessments.
Learning about Minnesota school financing, the District’s current financial position, and funding options from the District’s financial consultant.
Studying district demographics and enrollment information.
Reviewing facility improvement options.
The Community Advisory Group wrote the following statement:

After much thought and consideration, the task force is excited to present the clear majority consensus of a single school in Graceville. We anticipate this will include a pre-K space, an elementary, likely in the remodeled current building, a high school space, secure entrances, space devoted to CTE as well as continuing to utilize the current gym and add an additional competition gym. This accounts for the necessary roof replacements and upgrades to be ADA compliant.
Our recommendation is for a $25 million dollar bond to fund this investment into facilities. Investing into a 20-year bond like this is crucial for maintaining long-term viability of our district. It is with a heavy heart and mind that we recommend to close the Clinton school location, with the goal of a stronger school district. We are hopeful for the future as we believe this plan meets the arts, academic, and athletic needs of our students for years to come.

Fiscal Responsibility
Fixing current infrastructure issues (heating & ventilation, roof, plumbing, electrical, etc.) at Clinton Elementary (built 1940, addition 1954) is estimated to cost $13.5-$15.5 million. This would not have included any updating to the brickwork, building structure, or windows, which would need to be addressed within the next 5 years.
If CGB combines school buildings and upgrades utilities at the existing high school, the District will see a utility cost savings of $20,000-$30,000 per year.
