The Universal Tier Guide (UTG) provides a framework and set of processes to guide content leaders and coaches in supporting teacher teams kindergarten -12th to improve the universal tier through accelerating student learning. Without high-quality universal tier, an increased burden is put on the intervention system, reducing the effectiveness of interventions. This also increases the stress and strain on educators as they work to meet the needs of all learners. Schools typically do not have the resources to provide effective interventions for more than 20% of their learners. In situations where fewer than 80% of learners are on track to be proficient, it is important that the school dedicate additional time and resources to identify barriers to successfully implementing a high-quality universal tier. Removing these barriers provides a pathway for schools to implement high-quality universal tier. The UTG takes an Accelerating Learning approach to implementing a healthy universal tier. 

Many schools have utilized the Universal Tier Tools (UTT) in the past. The UTT contains a structured process to examine current universal tier practices, barriers, and needs.  Because this has served as a valuable tool for school team, we intend to continue to make this available.
