TEACH-OUT PLAN
GATEWAY INDUCTION PROGRAM TEACH-OUT PLAN
Once a Participating Teacher is accepted and enrolls in the Gateway Induction Program, we offer the program until the teacher completes the program; withdraws from the program; is dropped from the program based on established criteria; or is admitted to another approved program to complete the requirements, with minimal disruption, for the authorization.
In the event the program closes, a “teach-out” plan, which includes individual transition plans for each Participating Teacher as well as a plan for Participating Teachers to access records for this purpose. See below for specifics.
GATEWAY INDUCTION TEACH-OUT POLICY
The Gateway Induction Program has developed a teach-out plan in the event an academic program needs to terminate or the institution will cease to operate. These procedures will apply to CCTC-approved academic programs. The Gateway Induction Program Teach-Out Policy aims to satisfy CCTC expectations. More importantly, this policy is created to protect the interests of students should cessation of operations or closure of at least one academic program occur. Once a decision is made, the Gateway Induction Program will engage the option of either developing a teach-out plan or executing a teach-out agreement, and will inform affected parties about the causes and consequences of its actions.
In all instances, careful consultation and coordination with affected student constituencies will occur on an ongoing basis to address their current and future interests in a sensitive and timely fashion.
What is a Teach-Out Plan?
A teach-out plan is a written plan developed by the institution if that institution ceases to operate before all students have completed their program of study.
A teach-out plan must:
Provide for the equitable treatment of students by ensuring that a teach-out institution has the necessary experience, resources, and support services to provide an educational program that is of acceptable quality and reasonably similar in content, structure, and scheduling, and to meet all obligations to existing students of the closing institution or location.
Specify any additional fees, tuition or other charges.
Provide for notification to students of any additional costs.
Include all of the required Teach-Out Plan elements.
GATEWAY INDUCTION TEACH-OUT PROCEDURAL STEPS
Academic Program -- Teach-Out Plan Framework: Proposals to terminate the Gateway Induction Program must include a teach-out plan. All teach-out plans must address, to the extent relevant, the following:
Reason for program(s) termination;
Nature and number of program(s) affected;
Number of students affected;
Statistics on students’ status and progress toward attaining each program’s credential or degree;
Explanation of how students currently enrolled in the program will be informed of the impending program closure;
Explanation of how students enrolled in the affected program will be assisted in completing their program with minimal disruption or additional expense; and
Provisions, if any are required, for storing student records, disposition of assets, materials, etc.
Shared Governance Responsibilities: Proposal for the termination of the Gateway Induction Program will need to adhere to the following steps:
Teach-Out plan proposals will need to be prepared following the Teach-Out Plan Framework (see above)
The prepared proposal will be submitted to the Director of Schools and Partnerships and Executive Director
The proposal will be reviewed by the Gateway Director of Schools and Partnerships, and will subsequently be reviewed by the Gateway Public Schools Leadership Team for feedback, input, and additional considerations that will need to be made to protect impacted students and faculty
The proposal will then be presented to the Gateway Public Schools Board of Trustees for final determination of how to proceed with the Teach-Out Plan
Impacted Students - An academic plan will be developed for each impacted student that enables the student to complete the curricular program requirements within the teach-out period. The teach-out period will, typically, not be continued for more than two academic years following the date on which the notice of termination is given to students. Programs will determine, on a case-by-case basis, the necessary length of a teach-out plan within this timeframe. Students who do not make adequate progress in their academic plan for teach-out will be advised into another program externally. If a course required for the degree is not offered in the teach-out period, students may make arrangements, with the Program Director’s consent, either to take the course at another institution and transfer the credit, or to arrange with the program to complete the requirements in some other academically appropriate fashion. Students are required to have ongoing contact with their instructor/coach during the teach-out period to ensure that their academic plans are current and consistent with the projected course offering.
TEACH-OUT AGREEMENT
A Teach-Out Agreement is a written agreement between two institutions when the institution, or a location of an institution that provides one hundred percent of at least one program, ceases to operate before all students have completed their programs of study and enters into an agreement with another institution to teach out the program(s).
If the Gateway Induction Program is not able to remain open long enough to teach-out its students, it will then rely on the assistance of one or more CCTC accredited institutions to complete the teach-out of its students.
The Gateway Schools Induction Program Teach-Out Agreement must:
Be consistent with applicable standards of accreditation and policies with respect to the CCTC.
Provide for the equitable treatment of students by ensuring that the teach-out institution has the necessary experience, resources, and support services to provide an educational program that is of acceptable quality and reasonably similar in content, structure, and scheduling to that provided by the institution that is closing or discontinuing its location(s), to remain stable, carry out its mission, and to meet all obligations to its existing students.
Demonstrate that the teach-out institution can provide students access to the program and services without requiring them to move or travel substantial distances.
Require approval of another accrediting agency if the teach-out institution holds accreditation from that agency.
Provide for timely notification to any applicable programmatic accrediting agency.
Specify any additional costs charged to students by the teach-out institution. (Whenever possible, institutions are encouraged to form agreements with teach-out receiving institutions so students will not be required to pay more in tuition and fees than they would have been charged at the closing institution.)
Provide for timely notification to students of any additional charges.
Include all of the required Teach-Out Agreement Elements.
