Communication and collaborative tools promote deeper understanding in both online and face-to-face sessions, and allow students to interact and connect with each other in an online platform.
Announcements show up on a student’s Blackboard landing page, and students may receive an email notification of new announcements, depending on that individual student's notifications settings. Sending an announcement is an alternative to email; since student can decide for themselves how and where to view announcements, they can serve as a less obtrusive means of disseminating information.

Discussion Board are used to host various threads of conversation between all course participants. It allow you to post items (image, video) for discussion, and reply to the posts of others. You may also required student participate assessable course discussions.
Discussion boards are organised into forums, threads and messages.
Forums organise course discussion by defining appropriate threads of discussion. Forums contain questions or statements called "Threads".
Threads of conversation are usually about one thing as defined by the creator of the thread. Users can reply to the original post or to replies by other members of the course.
Messages are posted in threads in response to the thread OR in response to another users message in the thread.
Wikis are a collaborative tool used to provide students with a shared space to contribute and modify content. Some potential uses for wikis include group projects, final test reviews and case studies. Both students and you can create and contribute to the pages in a wiki, depending on the participation option set by the instructor. Wikis provide a history of participation, which you can use for marking purposes. Students can create multiple pages inside a wiki that are easily navigated.

There is no drafting feature as wiki pages work by being edited and published.
A Blog is a collaborative tool that allows students to post their personal reflection about the course or discuss and analyze course related materials. There are three types of blogs which are individual blog, group blog, and course blog.

Add / view / delete a comment
Delete a blog while users are posting, the blog and all comments are deleted.
Enable blog grading, you can't change this setting. Delete the blog and the Grade Center column to remove it.
Making a blog unavailable while students are posting, the blog remains visible to you in Edit Mode but doesn't appear to students.
