What’s FOIP+
What’s FOIP+
The Indo-Pacific, where the Pacific and Indian Oceans intersect, is a critical driver of global stability and prosperity. Ten years have passed since Prime Minister Abe Shinzo introduced the concept of a “Free and Open Indo-Pacific” (FOIP).
Today, ensuring a free, open, prosperous, and vibrant maritime sphere is the responsibility of our generation.
This volunteer project seeks to bring the “plus” and shape the future of a free and open Indo-Pacific by advancing cross-border connections, cross-border dialogue, and support for the next and future generations.
My hope for Japan in the coming years is for us to be a magnificent dot connector.
The 4th Eastern Economic Forum Plenary Session, Sep 12 2018, Abe Shinzo
Former Prime Minister Abe described Japan's role as a "dot connector." Isolated dots connect with each other, eventually forming a circle.
This embodied the hope that people in the Indo-Pacific region and surrounding areas would connect with one another, and together build a future for a "Free and Open Indo-Pacific."

The Abe Shinzo Digital Museum Project
The Abe Shinzo Digital Museum Project is an initiative to help younger and future generations memorizing former Prime Minister Shinzo Abe's aspirations and achievements digitally, and nurturing the next generation.
The website “Abe Shinzo Digital Museum” features content that looks back on his life and achievements, including speeches from Japan and abroad, photos and video recordings, and memorial messages from various countries. The project plans to continue its activities, including archiving historical testimonies through interviews with related individuals and lectures.
The Institute for the Free and Open Indo-Pacific, or I-FOIP, is a non-profit and apolitical organisation which is engaged in academic research activities. It was established on 27 August 2025 as a voluntary association within Professor Hakata Kei’s Research Office, Building No.10 at Seikei University.
Our mission is twofold. First, we aim to contribute academically to the maintenance and strengthening of the international order through research on the Free and Open Indo-Pacific (FOIP). Second, we will preserve and pass on the intellectual legacy of the late Prime Minister Abe Shinzo, an alumnus of Seikei Gakuen, who championed FOIP and other clear-sighted strategic diplomacy.
