Expectations for “Success at TMS”
Thurmont Middle School is a MTSS (Multi-Tiered System of Supports) school. MTSS is a framework to support all students based on multiple tiers of support. Teams of staff regularly meet to address specific student needs using various data points to determine and implement appropriate supports and interventions needed for that specific student. The TMS staff works collaboratively to ensure all students are receiving the supports, interventions, and/or enrichments needed to provide a safe and supportive environment where all can succeed. Our primary focus is to improve students’ academic and behavioral success. The guidelines of our MTSS program will be taught to students for various settings in our school, including but not limited to classrooms, hallways, cafeteria, and recess areas. Students will be expected to follow these guidelines in order to help create a safe, orderly, and positive learning environment.
The Thurmont Middle School Staff believes that it is important to recognize students whose attitude and actions positively demonstrates the guidelines of our MTSS program. We will recognize these students through notes home to parents, Positive Referrals, and celebrations held throughout the year.
In case of an infraction, TMS teachers and administrators will follow a progressive discipline plan that includes two-way communication with parents/guardians. Maryland law requires FCPS to place a letter recording any infractions that result in a suspension in the student’s permanent file.

In order to provide an orderly and safe environment, all students and staff must work together to guarantee an atmosphere of mutual respect and self-discipline where all teachers can teach and all students can learn.
All students are expected to follow the guidelines of our MTSS program which include the FCPS Code of Conduct Student Responsibilities . We ROAR at TMS by demonstrating Respect, Ownership, Accountability & Readiness.
The goal of the Code of Conduct plan is to assist students in accepting responsibility for their actions and to change and develop behaviors and skills that promote learning and positive interactions. It is a progressive, step-by-step plan, which focuses on restorative practices, problem solving and conflict resolution.
