Doc Hub is a Chrome Extension that must be installed on your Chrome Browser. Once installed, you can upload files to annotate, or open files directly from your Google Drive.

Apple and Android have several "scanner" apps available in their App Stores.
Adobe Scan, Microsoft Office Lens, Google Drive Scanner is available in both.
Apple has a built-in scanner tool in their Notes app.
Some Android phones, like Galaxy, have a built-in scanner through their camera app.
