Fifteen organizational leaders from across LA County– representing diverse regions, communities, program types, and sizes– came together to form the Quality & Impact Task Force. Over months of meeting, listening, and building, they engaged more than 280 community members, including youth, caregivers, providers, and systems leaders. This Quality and Impact Framework is the result of community-based work led by the Quality & Impact Task Force between fall of 2024 and summer of 2025. This Quality and Impact Framework reflects a shared vision for what young people in Los Angeles deserve and what our programs, systems, and communities must strive to deliver. Grounded in the voices of youth, families, providers, and partners across LA County, the framework offers a north star to guide our collective efforts. Conducted in partnership with the Claremont Evaluation Center at Claremont Graduate University, this survey captured perspectives, needs, and experiences from 228 expanded learning providers across LA County. It offers a crucial snapshot of the sector– who we are, what we need, and where gaps remain. This report served as key groundwork informing our Quality &and Impact initiative. Developed by California Department of Education After School Division in partnership with the California AfterSchool Network, California's Quality Standards for Expanded Learning Programs established an important, statewide foundation for high-quality expanded learning. As we continue to build a community-informed data infrastructure in LA County, this document remains a critical touchstone; our work is intentionally designed to align with and build upon what California has already established for the field.
Between April and August 2026, 19 LA County expanded learning providers joined an intensive community-based participatory project led by Imoyase Community Support Services and ExpandLA. Together, they co-designed our first cross-site evaluation protocol, to be piloted in spring 2027.
