Tools Pilot
The community built it.
Now let's use it together!
Five community-generated evaluation tools. Twenty expanded learning organizations. One shared goal: building the capacity and infrastructure to measure what matters most for LA's youth.
In spring 2027, a cohort of 20 expanded learning providers will pilot five community-generated, multi-site evaluation tools–built by and for the sector, and now ready to be tested, adapted, and honed through real-world use. Pilot partners won't just be using these tools, they'll be stress-testing them, providing hands-on feedback, and directly shaping the measurement system for LA County's expanded learning sector.
This phase is about building capacity and continuing to shape the tools together—not capturing definitive measurements. The tools are a first draft, and the pilot is how we make them better. Providers' experiences in the field are what will make this system reliable, relevant, and ready
Pilot partners will try out all five tools and provide continuous feedback throughout–your experience in the field is what shapes the next iteration.
Build lasting data capacity: Equip pilot partners with the skills and systems for sustainable, long-term data collection—infrastructure that outlasts the pilot itself.
Test tools under real conditions: Move data collection into the field—onsite, throughout a real program season—to learn what actually works.
Generate actionable feedback: Capture hands-on experiences with the tools to directly shape the next, stronger iteration.
Ground tools in community voice: Use what's learned to continue shaping tools aligned with the Q&I Framework and CA state standards—responsive to the real diversity of LA County's programs
Tailored 1:1 and group support for your team throughout both seasons—from data collection planning to real-time troubleshooting.
Receive an individualized report on your submitted data alongside aggregate findings across the cohort—real information you can use for continuous quality improvement.
Build sustainable data systems and practices that will serve your organization long after the pilot ends.
Your frontline feedback directly influences how these countywide evaluation tools evolve for your organization and every provider that comes after.
Stipends starting at 13K per organizaiton:
Covering participation in fall 2026 training and spring 2027 piloting, including all feedback activities. Because your time and expertise have real value.
To ensure every pilot partner receives the support, coaching, and attention this phase requires, we are limiting this cohort to 20 organizations. Selection will be made thoughtfully—with an eye toward equity, representation, and the diversity of LA County's expanded learning sector.
