California has made a historic investment in expanded learning, creating unprecedented opportunities for children and youth to learn, grow, and thrive beyond the school day. Yet the field still lacks a shared system to define quality and consistently measure the outcomes these programs create for youth, families, communities, and providers.
Without common standards and meaningful data, it is difficult to demonstrate impact, drive continuous improvement, and make the case for sustained investment. By establishing a shared Quality & Impact Framework and measurement system for Los Angeles County, we can better capture the value of expanded learning and empower providers, youth, and families to tell a stronger, collective story about why these programs matter.

Phase 1 wraps in August 2026. What comes next is a full pilot of these tools across the coalition. We're building the infrastructure now to make it as accessible and meaningful as possible for every type of organization.
