Quality & Impact Task Force
Fifteen organizational leaders from across Los Angeles County came together to do something the expanded learning sector had never done before: build a unified quality & impact framework from within the community, for the community. This is their story.
Task Force Vision Statement
"We envision a future in which all youth in Los Angeles County are fully supported with equitable access to resources, opportunities, and relationships to thrive. In this future, children and young people are honored for their unique, intersectional identities and are empowered to pursue emotional, social, and financial freedom, regardless of their race, background, or zip code. Together, we can build communities where every child and young person feels safe, supported, valued, and inspired to reach their full potential."
The Task Force was assembled to reflect the full breadth of the expanded learning sector—spanning geography, organization size, program type, and the communities served.

Task Force members brought their own expertise and lived experience in LA County, and then went further, conducting structured listening sessions across the sector to ensure the framework reflected the full community's voice.
ExpandLA partnered with Fractal Strategies and the Task Force to co-create the Quality and Impact Framework, a first-of-its-kind, community-driven benchmark for excellence in LA County's expanded learning sector. Aligned with the state's framework but responsive to LA's unique and diverse communities, it establishes shared quality standards and impact metrics to guide continuous improvement and demonstrate impact to stakeholders.
Facilitation partner: Fractal Strategies supported the Task Force throughout this process—from meeting planning and facilitation to synthesis—helping the group do their best thinking together.
