HB 3 includes a provision for public-private pre-k partnerships to expand the availability of pre-k services through public-private pre-k partnerships through collaborations between independent school districts or charter school and child care providers in order to provide high-quality pre-k programs to eligible three- and/or four-year-old children.
If an ISD could not provide full-day pre-k to all eligible four year-old children in the 2019–2020 school year, then it has had the option to apply for a waiver, but not before first attempting to partner with local child care providers.
