To ensure communities operate effectively, different levels of organisation have been established to administer, supervise and coordinate systems and services within the community. The four levels of community organisation are;
Local
State
National
Global
Local governments are based in a particular part of a city, town or rural area. They have the power to manage and make laws applying to that area.
E.g. Wagga Wagga City Council
State governments are responsible for the state only and have the power to manage and make laws that apply only to that state.
E.g. New South Wales
The national government community involves all Australians. Laws and decision-making have an impact on the whole of Australia.
E.g. Australian Government
Activity:
Watch the clip below of the different levels of government in Australia (Remember the clip was made in 2017 so the information on the current Prime Minister is incorrect).
Draw three columns into your books with the headings 'Local, State and National'. Fill in the areas of responsibility after watching the clip
Areas of responsibility:
Building inspections
Bushfire brigades
Childcare
Defence
Electricity
Immigration
Notes and coins
Postal services
Police
Waste disposal
Public libraries
Road rules
Sports grounds
Telecommunication
Transport
Public hospitals
Marriage
Education
Mining
Pet control
Residential roads
Water
Agriculture
Foreign Affairs
Global communities can be difficult to define as their boundaries are not clear and their areas of responsibility may vary depending on the issue.
E.g. United Nations or World Health Organisation
Activity:
Watch the videos below about the WHO and have a look at the WHO website on Coronavirus.
What has the World Health Organisation done and what are they currently doing to assist people during the Coronavirus (COVID 19) pandemic. Write your findings in dot point form in your notes.
Activity:
Using the google doc below;
Classify which specific need each community issue relates to (i.e. adequate standard of living, health, education, employment, safety and security, or sense of identity).
Identify which level of community organisation is responsible for the community issue (i.e. local, state, national, global).
Propose a group within the community that helps manage the community issue; this may be a government agency, a not-for-profit organisation or a corporation.
Draw the diagram below into your notes as an example of how all four communities can meet health needs.
Local, state, national and global communities can meet health needs through a range of services and programs
