Why this grant?

  • To further boost innovative, cross-sectoral, and evidence-based youth development programming

  • To foster inclusion, empowerment, and socio-civic engagement of out-of-school youth (of all genders, aged 15-24) in covered cities

  • To enable youth-serving organizations to implement youth engagement programs and activities that will recognize youth as partners and leaders in meeting education, economic growth, and health objectives in the midst of the COVID-19 pandemic

Opportunity 2.0 is a P1.9-billion ($37.5 million) program of the United States Agency for International Development (USAID) that will improve the education, employment, and livelihood outcomes for the out-of-school youth across 12 cities in the Philippines until 2025.

It is implemented by Education Development Center (EDC), in collaboration with the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Local Government Units (LGUs), and partners in the private sector.

Who can apply?

  • Youth-serving organizations

  • CSR groups/NGOs

  • TVET or Academic Institutions

Legally registered large or small youth-serving organizations that may be business/private sector corporate social responsibility (CSR) groups,technical-vocational and academic institutions, faith-based, NGOs, and non-profit organizations operating or implementing programs in Opportunity 2.0 sites for at least two (2) years.

Programmatic Theme

Proposed activities or programs under this grant should:

  • Promote inclusion of vulnerable youth in development interventions

  • Be relevant to the needs of OSY in their respective areas/sites

  • Incorporate complementation and collaboration with local government,key agencies, and other stakeholders to maximize impact and sustainability

  • Be inclusive of OSY gender, sexual orientation, disability, religion, economic, and health status.

Grant Value and Inclusions

  • Each grant award will fund programs and activities for up to Php 500,000 for a period of up to 12 months or one year


  • USAID Opportunity 2.0 will issue up to three (3) grant awards for each program site


  • Applicants should be prepared to initiate project activities in February 2022
