Why this grant?

To address skills gaps among the youth (all genders, aged 15-24) and equip them to meet employment requirements, USAID Opportunity 2.0 calls on Technical Vocational Education and Training (TVET) service providers to propose training program(s) for out-of-school youth who are TVET Graduates, or new youth trainees or learners, and integrate the Youth Work and Continuing Education Readiness Training.

Opportunity 2.0 is a P1.9-billion ($37.5 million) program of the United States Agency for International Development (USAID) that will improve the education, employment, and livelihood outcomes for the out-of-school youth across 12 cities in the Philippines until 2025.

It is implemented by the Education Development Center (EDC), in collaboration with the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Local Government Units (LGUs), and partners in the private sector.

Who can apply?

TVET Service Providers, Technical-Vocational institutions, for-profit firms, faith-based organizations, and NGOs

Organizations/institutions recognized as TVET service providers with proven experience and technical expertise in conducting TESDA-accredited skills training or TVET programs for vulnerable OSYs, Local Government Units (LGUs), and communities.

Programmatic Theme

Proposed activities should integrate USAID Opportunity 2.0 youth workforce readiness training programs and services into the proponent's existing TVET programs or other relevant training services offered to the youth in the target areas.

Proponents must collaborate with institutional leaders and trainers in delivering USAID Opportunity 2.0 programs to allow for wider adaptation of best practices in other institutions.

They must also include collaborations with the private sector and other organizations to enable employment/job intermediation services to vulnerable youth, as well as tracking and analyzing data on employment of program completers.

Building and activating linkages, and providing mentoring and coaching services for OSY self-employment and/or continuing further education and higher-level training opportunities must also be included.

Value and Inclusions

  • Each grant award will fund programs and activities for up to Php 2 million for a period of up to 12 months or one year.

  • TVET service providers should initiate grant activities for OSYs in any of the 12 covered cities by October 2021.
