Why this grant?

To address the skills gaps and meet further education and higher-level workforce training needs of out-of-school youth (of all genders, aged 15-24 years old) in its 12 covered cities, the USAID Opportunity 2.0 calls on DepEd-recognized ALS service providers, colleges, universities, training institutions, or NGOs to propose training program(s) for out-of-school youth ALS completers that will integrate USAID Opportunity 2.0's Youth Workforce Readiness Training.

Opportunity 2.0 is a P1.9-billion ($37.5 million) program of the United States Agency for International Development (USAID) that will improve the education, employment, and livelihood outcomes for the out-of-school youth across 12 cities in the Philippines until 2025.

It is implemented by Education Development Center (EDC), in collaboration with the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Local Government Units (LGUs), and partners in the private sector.

Who can apply?

ALS Service Providers, Youth Development Program Providers, and/or NGOs

DepEd-recognized ALS service providers, colleges, universities, training institutions, or non-governmental organizations (NGOs) with proven experience in conducting DepEd ALS or relevant development trainings for Out-of-School Youth or youth in general.

Eligible institutions in the 12 covered cities

Eligible organizations located in Angeles City, Legazpi City, Quezon City, Valenzuela City, Cebu City, Isabela City, Tagbilaran City, Zamboanga City, Cagayan de Oro City, Davao City, General Santos City and Cotabato City.

Programmatic Theme of the Grant Proposal Activities

Proposed activities should integrate USAID Opportunity 2.0 youth workforce readiness training programs and services into the proponent's existing ALS program or other relevant training services offered to the youth in the target areas.

They must also include collaborations with the private sector and other organizations to enable employment/job intermediation services to vulnerable youth, as well as tracking and analyzing data on employment of program completers.

Building and activating linkages, and providing mentoring and coaching services for OSY self-employment and/or continuing further education and higher-level training opportunities must also be included.

Each grant award will fund programs and activities for up to Php 2 million within a period of up to 12 months or one year.

ALS service providers should initiate grant activities for OSYs in any of the 12 covered cities by August 2021.
