Why this grant?

In a bid to further enhance the chances of Filipino out-of-school youth (OSY) to access education, economic growth, governance, and socio-emotional development, USAID Opportunity 2.0 launches "Grants for Strengthening Education, Employment and Development Support (SEEDS) for Out-of-School Youth," inviting Philippine Higher Education Institutions (HEIs) to propose programs that will directly address priority development challenges faced by the OSY to date.

Opportunity 2.0 is a P1.9-billion ($37.5 million) program of the United States Agency for International Development (USAID) that will improve the education, employment, and livelihood outcomes for the out-of-school youth across 12 cities in the Philippines until 2025.

It is implemented by Education Development Center (EDC), in collaboration with the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Local Government Units (LGUs), and partners in the private sector.

Who can apply?

Public or Private Higher Education Institutions (HEIs)

Legally registered Public or Private Higher Education Institutions (HEI) in the Philippines operating or implementing programs and activities for a minimum of five (5) years in any of the USAID Opportunity 2.0 program sites.

Eligible institutions in the 12 covered cities

Eligible organizations located in Angeles City, Legazpi City, Quezon City, Valenzuela City, Cebu City, Isabela City, Tagbilaran City, Zamboanga City, Cagayan de Oro City, Davao City, General Santos City and Cotabato City.

Grant Proposal Activities

Proposed activities should be able to strengthen education learning systems to increase capability, contributions, and qualifications of OSY for education, work, and leadership opportunities.

These activities should also be able to make use of HEIs' research expertise to maximize opportunities for evidence-based policy-making and decision-making activities to ensure positive youth development:

Safeguarding OSY's socio-emotional well-being

OSY civic engagement and advocacy

Enabling OSY for higher level education and career pathways

Reinforcing OSY support systems for development through technology, inovation, and research

Access to employment and entrepreneurship opportunities

Capacity-building for teachers and trainers in delivering OSY education and training

Value and Inclusions

Each grant award will fund programs and activities for up to Php 750,000 within the period of 12 months or one (1) year.

Applicants should be prepared to initiate project activities in June 2021.
