The committee should focus on one topic at a time to ensure that each issue receives enough attention and meaningful debate. 

Before beginning, delegates will vote on which topic they wish to debate. The goal is to complete both topics by the end of the conference. 

After the committee finishes the first topic, delegates should move on to the second topic and begin debating that issue.
