The steps below show how to migrate Microsoft OneNote information over to Google Docs
Open your Google Drive (https://drive.google.com)
(In your Google Drive) Create a new folder (click New > Folder) from the top left of the window
For this example, a new folder was created and named Notebook
Create a new folder with the name of your OneNote Notebook (e. g. my notebook is called "Fixes")
Open Microsoft OneNote
Open one of your Notebooks (e.g. my notebook is called "Fixes")
Select one of the sections in your notebook
Click File > Export from the top menu on the screen
Export Current: Section
Select Format: Word Document (*.docx)
Click the Export button
In the Save As screen, select Downloads as your save location.
File Name: Name of your section (e. g. my section name is "ZTC ZD420")
Save as type: Microsoft Word Document
Page Range: Current Section (this will contain all pages in this current section)
(Open your Downloads folder) Open File Explorer > Downloads
(In Chrome) Open your Google Drive > Notebook > Your Notebook
Drag your newly created Microsoft Word Document ("Downloads" folder) into your Google Drive window to upload it
Open your newly created section (inside of your Google Drive)
Page names will be displayed in the Outline on the left side of the window
Click File > Save as Google Docs (a new Chrome tab will open with a Docs version of your section, you can close the old version)
In the top menu of your document, click Format > Switch to Pageless format
This will remove the page breaks and enable a "OneNote" feel to note taking
Continue this process for the rest of the sections and pages in your OneNote notebook(s)
The steps below show how to migrate Microsoft OneNote information over to Google Docs
Open Microsoft OneNote
Take note of the Notebooks / Sections / Pages that you currently have
Open your Google Drive (https://drive.google.com)
(In your Google Drive) Create a new folder (click New > Folder) from the top left of the window
For this example, a new folder was created and named Notebook
Open you're newly created folder (e.g. Notebook)
Create a new Google Docs file (click New > Google Docs)
Name this file to reflect the name of one of your OneNote notebooks
(e.g. my notebook is named OneNote_Migration)
In the top menu of your document, click Format > Switch to Pageless format
This will remove the page breaks and enable a "OneNote" feel to note taking
(In OneNote) Copy the page name then paste it into your Docs document
(e.g. my page is named OneNote Page Name)
Select the name of your page (that you just pasted) then in the Docs toolbar click Normal text > Heading 1
The page name should now be displayed on the left side of the window in an Outline format that is clickable to jump to sections or pages
Note: If you use pages inside of "OneNote sections", the section should be set to Heading 1 and the page name set to Heading 2
(In OneNote) Copy the content from your page then paste it into your Docs document, below the page name
Continue this process for the rest of the sections and pages in your OneNote notebook(s)

At this time Google only permits the use of the pre-defined styles.
A table of contents can be automatically built if you use the "Styles" to define your sections. Then, simply go to the top of the document and "Insert" a "Table of Contents" and the section will be built automatically.
You can create "bookmark" locations in the document and then use "Insert Link" and refer back to a previously created bookmark to take your user to the designated location.
