General Questions

  1. What is CPD?

Republic Act No. 10912, otherwise known as the “Continuing Professional Development (CPD) Act of 2016”, is an act which requires CPD as the mandatory requirement for the renewal of Professional Identification Cards of all registered and licensed professionals under the regulation of the Professional Regulation Commission.

DSWD through SWIDB as an accredited CPD Service Provider for Social Workers is responsible for receiving and reviewing CPD Application and Completion Reports in compliance with PRC requirements, standards, timelines, and uploading of these application and completion reports at the Continuing Professional Development Accreditation System (CPDAS) once accomplished.


  1. Who can apply?

SWIDB caters to DSWD internal stakeholders such as Offices, Bureaus, Services, Units (OBSUs) and Field Offices (FOs).

  1. Do you still require hard copies?

To ensure prompt response and in line with Records Management, SWIDB does not require hard copies of CPD Applications and Reports. We highly advise sending any CPD-related documents through the above-mentioned email.

CPD Application

  1. What are the requirements?

  1. How many days prior to the activity can we submit the CPD Application?

  • Fill-out this form to officially submit your CPD Application, 45 working days prior to the conduct of the activity.


  1. We cannot comply with the 45 working days submission period, what are our options?

  • You may opt to: (1) move the date/s of your activity; (2) your participants may opt to apply the activity under Self-Directed Learning (SDL) at least fifteen (15 days) before the expiration of the Professional Identification Card (PIC) or during the renewal process. Pursuant to PRC Resolution No.1197 s.2019, the following are the requirements for accreditation of self-directed learning:

1. Duly accomplished application form;

2. Proof of attendance/participation; and/or

3. Program of activity or a narrative report on what has been learned.


  1. The specific venue of our face-to-face/blended activity is not yet identified, what should we write as a venue?

  • You may indicate the target venue of the activity. (e.g. within Metro Manila; within Region VII)


  1. My prospective Resource Person/s (RPs) is not a licensed professional? Can they still serve as RP?


  1. The PRC ID of my prospective RP is expired. What should we do?

  • RP must submit a copy of his/her renewal application and proof of payment.


  1. How can we know if the activity has been accredited?

  • PRC-NCR and the Social Work Council usually meet once every 2 weeks to evaluate submitted CPD Applications. The designated CPD focal will inform and send you the details once the activity has been accredited.

Unforeseen changes

  1. Can we change the date or venue of the activity once it has been accredited?

Yes but only ONCE. For the date, you can only move it to a later schedule. See the example below:

  • Change from Feb 10-15 to Mar 20-25: ALLOWED

  • Change from Feb 10-15 to Jan 20-25: NOT ALLOWED

  1. Can we add/remove/change the Resource Persons once the application has been accredited?

Yes but this is still subject to the approval of PRC. Please submit a memo with the attached revised Program of Activities, Resumes with valid ID, Instructional Design, and other revised files to SWIDB at least 10 working days before the original date of the activity.

  1. Can we still add participants even after the activity has been accredited?

Yes. Later on in your Completion Report, just explain why you decided to add participants.

  1. When should we submit the Attendance and other Completion Requirements after the activity has been conducted?


Attendance Sheet

  • Face-to-face/Blended/Online: within 7 calendar days after the conduct

Other Completion Attachments

  • Face-to-face/Blended/Online: within 20 calendar days after the conduct

  1. What are the requirements?

  1. How should we encode the details of the participants and how can they claim their CPD points?

Please use this attendance sheet to encode the details. Registered social workers (RSWs) will automatically receive their CPD points in their individual CPDAS accounts if their names are encoded in the Excel file that you will submit to us

a. Licensed but not Social Work

For other licensed professionals, they will need to submit their Certificate of Completion to CPDAS as self-directed learning. Their respective council will then assess and give credit units.


b. Not licensed

They will not receive CPD points, but they may still receive a Certificate of Completion if they completed the activity.

  1. Should we write and submit a comprehensive report in the Executive Summary?

No. Please limit Form 1 to two to three (2-3) pages only, indicating only the essential details as annotated in the Form.

  1. Is the accomplishment of the Customer Satisfaction Measurement Survey (CSMS) required?

Yes. Each proponent must accomplish this per batch.

  1. How can the Resource Persons/Facilitators claim their CPD units?

They will need to present their Certificates as Resource Person or Facilitator (and Actual Program of Activities) to PRC upon their renewal. PRC will compute the credit units for them.
