ENHANCED SOCIAL PROTECTION OPERATIONAL FRAMEWORK OF THE PHILIPPINES

SDC Resolution No. 1 Series of 2007


 Social Protection constitutes policies and programs that seek to reduce poverty and vulnerability to risks and enhance the social status and rights of the marginalized by promoting and protecting livelihood and employment, protecting against hazards and sudden loss of income, and improving people’s capacity to manage risks. (adopted in 2007 by the SDC Cabinet Level)

SOCIAL PROTECTION AND DEVELOPMENT REPORT (SPDR)

SOCIAL PROTECTION AND DEVELOPMENT REPORT (SPDR) is the Local SWD Situationer plus the social risks-response gap analysis.  This is also the process to determine whether the current responses to the major social risks and major vulnerable group/s identified are adequate.


Objectives of the Social Protection Development Report (SPDR):

(1) will provide the needed data and information to identify major Risk and Vulnerabilities encountered by individual, families and communities and it’s appropriate responses.

(2) will determine which among the Risk and Vulnerabilities are the priorities given the Government's limited resources.

(3) a tool for effective planning and budgeting process, policy formulation and program development.

(4) enhance version of the Local Social Welfare and Development Situationer.

(5) serve as useful reference in integrating social welfare and development / social protection concerns in the regional and local development planning
