Statement of Purpose
Supports and enables the DOH Executive Committee, bureaus, and program implementers to develop and advocate for national legislation to address the health sector needs to improve the health of the Filipino people
Formulates and conducts advocacy for the legislative agenda for health
Provides technical assistance, consulting and advisory services on matters pertaining to health legislation
Coordinates with the executive and legislative branches of the government on matters pertaining to health legislation
Manages the legislative liaison process including monitoring and review of legislative proposals pertaining to health

The 20th Congress Health Executive Agenda for Legislations (HEAL) Proposals Panel Review was successfully conducted on May 8, 2025 at the DOH KMITS Library. It is a one-day panel review served as a critical platform to discuss and assess legislative proposals for the health sector.
The activity brought together the key stakeholders including representatives from the House of Representatives Committee on Health, Senate Committee on Health and Demography, Philippine Legislative Liaison Office to provide technical insights, policy directions, and legislative alignment for the upcoming health-related bills in 20th Congress.
The review also featured active participation from the Health Policy Development and Planning Bureau (HPDPB), particularly its Legislative Liaison Division (LLD), along with partners from NCMH, DPCB, BOQ, FDA, and the Administrative Service.
This collaborative effort, the panel reaffirmed its commitment to pushing forward well-informed and inclusive health legislation for a more resilient and equitable healthcare system
