ABOUT HPDPB
The Health Policy Development and Planning Bureau advises and enables health policymakers and program managers in the development and implementation of evidence-based policies and plans towards a productive, resilient, equitable, people-centered health system to achieve Universal Health Care.
In line with these objectives, the HPDPB:
Develops the health sector policy, legislative and research agenda, and the national plans, goals and objectives for health
Coordinates and provides the mechanisms for institutionalizing, implementing, monitoring, and evaluating the health sector policy, legislative and research agenda, and the national health plans, goals, and objectives for health.
Provides technical assistance, consulting, and advisory services relative to health policy development, legislation, planning, and research.
Advises the Secretary of Health on matters pertaining to national health policies and legislation, national health plans and objectives, health research and development, and sectoral strategy.

The Structure
The Structure
The HPDPB is composed of four divisions, namely the Health Research Division, the Health Policy Division, the Legislative Liaison Division, and the Health Planning Division. The Office of the Director has two subunits: the Single Joint Ethics Research Board (SJREB) Secretariat and the Administrative Unit.

Health Research Division
Provides national decision makers of the health sector with relevant research evidence for the development of sectoral policies, plans, programs and actions through an effective and efficient research management process and facilitated translation.
Health Policy Division
Health Policy Division
Advises and supports policymakers in the development and assessment of quality and evidence-based sectoral and program policies to achieve health sector goals through an inclusive and efficient policy process.
Health Planning Division
Health Planning Division
Enables the health sector stakeholders in the development and assessment of plans and its corresponding resource requirements, and supports the DOH in advocating for adequate national government financing.
Legislative Liaison Division
Legislative Liaison Division
Supports and enables the DOH Executive Committee, bureaus, and program implementers to develop and advocate for national legislation to address the health sector needs to improve the health of the Filipino people.
