RODERICK M. NAPULAN, CHA, FPSQua, CESO III

Mr. Roderick Manzo Napulan is the Director IV of the Health Policty Development and Planning Bureau  (HPDPB) of the Department of Health (DOH).  Prior to his current role, he served in the Administrative Service, where he led, supervised, and directed the Personnel Administration Division (human resource management of the DOH Central Office), the General Services Division, and the Health and Wellness Center. He also oversaw the management of the Public Health Emergency Allowance and related compensation in recognition of health workers’ contributions during the COVID-19 pandemic.

Mr. Napulan  serves as Professorial Lecturer of College of Medicine and University Medical Center, West Visayas State University; as National Adviser of the Philippine Association of Health Records and Information Management Officers, Inc., and as Chancellor of the Asia Pacific Health Information Management International Federation, Inc. 

Mr. Napulan is a fellow of the Philippine Society for Quality in Healthcare and certified hospital administrator of the Philippine College of Hospital Administrator.  

He has authored and co-authored several national policies, and published and presented several researches in both National and International Conferences. Meanwhile, in the practice of his expertise as a statistician and researcher, he has provided statistical and technical inputs to more than 700 researches of undergraduate students, dentistry and medical students, residents, fellows-in-training, and health and other related research projects. Moreover, he has already trained more than a thousand Human Resources for Health in the country in the fields of Planning, Statistics, Health Information Management, human resource management and development, Continuous Quality Improvement and Risk Management in his more than eleven years of service at the Department of Health.

He graduated with a Bachelor of Science major in Statistics and Research (cum Laude and DOST scholar) at West Visayas State University, trained in Biostatistics, Health Research, Epidemiology, Public Health, Quality Improvement, Patient Safety,and Hospital Administration and Management; a candidate of the Master of Arts major in Hospital Administration at the University of Santo Tomas, and a Career Executive Service (CES) Officer rank III.
