Gender and Development Guidelines

This memorandum is issued to disseminate the Department of Health (DOH) Gender and Development (GAD) Plans and Budgets Preparation and Submissions Manual, which shall serve as the primary guide for all relevant DOH units in the preparation of their respective GAD Plans and Budgets (GPBs). This is aligned with Department Order No. 2025-0170 or the Guidelines for the Institutionalization of the Gender and Development (GAD) Focal Point System to Mainstream Gender in the DOH, which stipulates the preparation of a GPB annually. 

The GPB Preparation and Submission Manual serves as a policy guide that standardizes the procedures and processes for developing and submitting the GAD Plan and Budget across all DOH units annually. All concerned units are enjoined to review the Manual and to ensure the timely and accurate submission of their respective GPBs.

This memorandum is issued to guide the preparation and online submission of the FY 2024 Gender and Development (GAD) Accomplishment Report (AR). This complies with Republic Act No. 9710, or the Magna Carta of Women (MCW) and Philippine Commission on Women (PCW) Memorandum Circular No. 2024-05, “Submission of FY 2024 Gender and Development (GAD) Accomplishment Report (AR).” All DOH units are requested to submit their 2024 GAD AR in compliance with the provided guidelines on or before January 24, 2025.
