The ICT Literacy and Competency Development Bureau (ILCDB) is the DICT arm that develops, promotes, and implements ICT literacy and competency programs in the country.

About the ICT Literacy and Competency Development Bureau
The ICT Literacy and Competency Development Bureau (ILCDB) is responsible for the formulation, development, and implementation of ICT literacy and skills development programs of the Department of Information and Communications Technology. The bureau supports the national agenda of digital transformation by strengthening the digital competencies of individuals, institutions, and communities.
In Zamboanga del Norte, the ILCDB works in partnership with local government units, academic institutions, civil society organizations, and other stakeholders to deliver ICT literacy and competency development initiatives that address local capacity gaps and promote digital inclusion.
