The Department of Information and Communications Technology (DICT) implements the Free Wi‑Fi for All Program to provide free, 24/7 internet access in public places across the Philippines, such as plazas, schools, and hospitals. This program helps communities stay connected for education, communication, and access to online government services. In addition, DICT also distributes the Bayanihan SIM, which provides free SIM cards with connectivity support to help more people access digital services and the internet.

The Free Public Internet Access Program is a government initiative implemented by DICT Region IX – BASULTA that provides free, safe, and reliable internet access to the public, particularly in public spaces and underserved communities. The program is designed to make internet connectivity more accessible to everyone, especially individuals who have limited or no access due to economic or geographic challenges.
Through this program, the public can use the internet for online learning, accessing government services, finding job opportunities, and staying connected with family, schools, and communities. By expanding internet access across the region, the program helps promote digital inclusion, supports education and public services, and enables citizens to actively participate in today’s digital world.
Purpose & Goals
This initiative aims to bridge the digital divide by providing free and accessible internet services in public spaces and underserved communities in Dipolog City. Led by the Department of Information and Communications Technology (DICT) – Dipolog, the program helps ensure that residents have access to reliable internet connectivity for daily needs.
The program supports students, workers, and community members by enabling access to online learning, government services, employment information, and communication platforms.
