5-Step+ Climate and Disaster Risk Assessment Framework
(modified from HLURB, 2015)
This training module provides a detailed instructions to implement the 5-step CDRA process proposed in the Supplemental Guideline for CDRA.

Step 8 - Monitoring and evaluating CDRA
Step 9 - CDRA Communication Plan
The 5-Step CDRA follows a coherent flow of activities starting from collection of climate change and hazard information (Step 1). Spatial and tabular data on elements at risk to hazards identified in Step 1 are then organized into an exposure unit database using GIS (Steps 2 and 3). Based on data about hazards and exposure units database, risk assessment (i.e. CDRA Step 4) which was originally the Steps 4 and 5 (i.e., Climate Change Vulnerability Assessment/CCVA and Disaster Risk Assessment/DRA) is conducted thereafter, according to the parameters suggested in the Supplemental Guidelines (p. 42-43). Step 4 subjects both climate change-related and geological hazards to the same assessment. The results of the risk assessment are summarized by identifying Major Decision Areas (MDAs) and their corresponding policy interventions (Step 5).
Steps 6-9 are additional steps to put equal emphasis on the importance of compiling CDRA results, mainstreaming them in land use and development planning, monitoring and evaluation and communication planning.
