The procedures to mainstream Disaster Risk Reduction including Climate Change Adaptation (DRR including CCA) in development planning i.e. Comprehensive Land Use Planning (CLUP) and Comprehensive Development Planning (CDP) are numerous and often appear to be complex. Such complexity arises from the inherent complexity (risk assessment is inherently a complex process!) and lack of universally-accepted methodology and indicators to assess risk (i.e. hazards, vulnerabilities and capacities). Where and how to start the process (e.g. CDRA) proved to be difficult for practitioners particularly authorities and concerned personnel from the Local Government Units (LGUs).
The purpose of this compiled training module is to provide LGUs and other users a guide on how to conduct CDRA and how to mainstream its results in CLUP and other development plans focusing on key aspects of the process. It does not attempt to provide users an extensive reference as such materials are already available in government guidelines (i.e. Housing and Land Use Regulatory Board et al, 2015; National Economic and Development Authority and Housing and Land Use Regulatory Board, 2013). However, this CDRA Training Module aims to provide more up-to-date CDRA methodology and relevant references that are not included in the previous guidelines or are recently made available by respective agencies (e.g. updated climate change projection by PAGASA). This CDRA Training Module also emphasizes that the suggested process for risk assessment that LGUs should undertake is GIS-based (Geographic Information System) (refer to Section How to use this module). GIS is required to facilitate mapping of elements at risk and hazards which are vital aspects of risk assessment.
LGUs and users are encouraged to consult the DHSUD's CLUP Guidebook on Supplemental Guidelines on Mainstreaming Climate Change and Disaster Risks in the Comprehensive Land Use Plan (CLUP).
