Step 1: Make sure that the records of your inventory are always updated.
Make sure that your Report of Physical Count of Property, Plant and Equipment is always updated. Submit your updated and current RPCPPE to OAMSS-PSSD on or before the 31st of January of the following year.
This is the report/summary of your property (land, building, motor vehicle, etc.), equipment (desktop, laptop, furniture and fixtures, etc.) that cost P15,000.00 and above during acquisition.
Along with the RPCPPE, make sure that your Report of Physical Count of Inventory is also always updated. Also submit your updated and current RPCI to OAMSS-PSSD on or before the 31st of January of the following year.
This is the report/summary of your supplies (paper, pen, calculator, etc.), materials (plywood, nails, lightbulbs, etc.) or equipment (router, paper shredder, etc.) that costs P14,999.00 and below during acquisition.
Step 2: Preparing the documents necessary for Disposal
Post are to establish a Disposal Committee to be chaired by the second or third highest ranking personnel with at least two (2) members, including Post's Property Officer.
The Disposal Committee shall prepare a bidding timeline for the disposal of its unserviceable properties. This is a requirement for the approval of the request for authority to dispose of unserviceable properties.
The Inventory and Inspection Report of Unserviceable Properties (I&IRUP) allows OAMSS-PSSD to check the records for necessary information on the disposal of the properties to be disposed. the I&IRUP contains various information such as date of acquisition, mode of acquisition, value of the properties, etc., which determines the overall and remaining value of the properties to be disposed.
The Waste Management Report (WMR) also provides the necessary information on the residual value of the items that are to be disposed.
The Photos of the PPE, Items or Materials to be disposed provides the Undersecretary and OAMSS to assess the physical and actual deterioration.
Resolution issued by the Disposal Committee providing details that has transpired commencing on the start of the Disposal procedure also citing reference from documents pertinent to Disposal (i.e. I&IRUP, WMR, ITB, etc.)
The Resolution shall reflect the mode of disposal (Public Bidding, Transfer, Donation, Condemnation, etc.) has been undertaken to dispose unserviceable properties and or waste materials.
STEP 3: Upon issuance of the authority to Dispose of unserviceable property of the Undersecretary for Administration
The Invitation provides details for contractors on the contents / items that are subject for disposal. The assessed value and date of inspection of the unserviceable properties or waste material are also included in the ITB. Dates and time of the submission and opening of bids are provided in the ITB as well.
Provides the details of what has transpired during the submission and opening of bids. Details such as the name of participants (bidders) and the amount of their bids, acceptance and evaluation of bids and declaration of the winner are indicated in the Minutes of the Meeting.
The Notice of Award is granted to the Contractor that submitted the highest bid.
A Contract / Agreement shall be executed between the Department and the winning bidder. The Department shall be represented by the Undersecretary for Administration and the Head of the Disposal Committee as witness.
The Notice to Proceed is granted to the bidder with the highest bid once the contract / agreement has been signed by both parties. The Notice to Proceed allows the Contractor to execute hauling of the unserviceable properties and / or waste material.
