Secretary of Foreign Affairs and DFALF Chairperson Hon. Ma. Theresa P. Lazaro administered the oath of office of the newly-elected Board of Trustees of the Department of Foreign Affairs Ladies Foundation, Inc. (DFALF) on 23 January 2026 at the Office of the Secretary Conference Room.

DFALF Celebrates its 29th Foundation Anniversary and holds its Annual General Assembly
The DFA Ladies Foundation, Inc (DFALF) held its annual General Assembly and celebrated its 29th Foundation Anniversary on 16 December 2025 at the DFA Headquarters, Double Dragon Tower, Pasay City. The event was participated in by the 2025 DFALF Board of Trustees, Incoming Trustees, and DFALF members at the Home Office and via online from the Consular Offices, and Foreign Services Posts.
Through a video message, Secretary of Foreign Affairs and DFALF Chairperson Hon. Ma. Theresa P. Lazaro shared with the members the Foundation’s thrusts and priorities which includes the strengthening of its Scholarship Programs. DFALF is currently finalizing its partnership with even more schools to expand educational opportunities to the children and dependents of members in the lower income bracket. Secretary Lazaro also informed the members that the DFALF partnered with DSWD to broaden its financial assistance program by serving as a conduit to the latter’s assistance programs for eligible members. The Board of Trustees and the 931 members were also appreciated for their commitment to and support of the Foundation. “As we prepare for DFALF’s milestone 30th anniversary next year, may we continue to embody “Compassion in Action,” our compass in planning and implementing the Foundation’s programs and projects”, said the Secretary as she invites all DFA Personnel to support and join the DFALF.
2025 DFALF President Mrs. Fidelis Herrera-Lim delivered her year-end report highlighting the activities and projects of the Foundation for 2025. The Board of Trustees led the foundation into significant milestones and remarkable growth in fulfillment of DFALF’s mission in promoting unity, camaraderie, and esprit de corps among its members. Among the activities were wellness days held in DFA Home Office and OCA, seminar on hormonal health and nutrition in Partnership with HRMO, and back-to-back personality development and self-improvement activity in partnership AVON Philippines. DFALF strengthened its identity through the launch of its motto, and attained another record-breaking membership tally. To support its Scholarship Program, the Foundation initiated the release of the first-ever set of DFALF greeting cards featuring paintings of Filipino artists. The greetings cards were made available for sale to the DFA community and the proceeds of which will augment the DFALF Scholarship Program. President Herrera-Lim conveyed her gratitude to Secretary Lazaro for the trust and confidence given to the Board of Trustees. and assured that DFALF will continue to conduct worthwhile activities and impactful projects for the benefit of its members and of the DFA community.
DFALF Treasurer Joynielynn Mae M. Vallido-Tan provided an update on the financial status of the Foundation and noted that the Foundation is in good financial standing. Furthermore, DFALF Second Vice President Atty. Ma. Claribel M. Ochoa discussed the proposed amendments to the ByLaws of the Foundation.

DFALF Welcomes SFA Lazaro as its New Chairperson
The 2025 DFA Ladies Foundation, Inc. (DFALF) Board of Trustees welcomed the new DFALF Chairperson, Secretary of Foreign Affairs Ma. Theresa P. Lazaro, on 30 July 2025 at the Department of Foreign Affairs.
Secretary Lazaro shared with the DFALF Board her vision of the Foundation, focusing on the flagship scholarship program through opening more scholarship opportunities to children of financially challenged DFALF members, and connecting with more educational institutions in addition to its current partners AMA Education System, STI College, and Lyceum of the Philippines University.
In addition to this, collaboration with other social government agencies will be one of DFALF’s endeavors for its Financial Assistance Program. Chairperson Lazaro also aims to add more to DFALF’s network of generous donors to strengthen these programs.
DFALF President Christina Rola McKernan was joined by First Vice President Joan Macrise Corrado, Treasurer Lorleejane Mandi, Assistant Corporate Secretary Eleanor Balanquit, Assistant Treasurer Colyn Buncio, Auditor Diana Myra Eson-Alomia, and Assistant Auditor Jill Gardose, during the meet-and-greet with Chairperson Lazaro. OSEC Chief Coordinator Ma. Antonina Mendoza-Oblena, OSEC Chief of Staff Shirley Flores-Imperial, together with OSEC - Special Projects Unit Overall Coordinator Ms. Rose Paz C. 18 February 2025 - The DFA Ladies Foundation, Inc. (DFALF) membership campaign for the year 2025 kicked off in London, United Kingdom, with DFALF Chairperson Mme. Pamela Louise Manalo administering the oath-taking of 17 DFALF members of the Philippine Embassy.
The oath-taking was witnessed by Mrs. Ma. Lourdes B. Locsin, former DFALF Chairperson and spouse of the Philippine Ambassador Teodoro Locsin. Mme. Manalo thanked London PE members for their steadfast support to the Foundation and gave an update on the upcoming projects of DFALF.
The DFALF is a non-profit organization committed to enriching the lives of the members of the Philippine Foreign Service and the community. DFALF membership is open to female officers and permanent, contractual or casual employees of the DFA and attached offices as well as the spouses of married male DFA personnel or mother / sister of DFA unmarried male employees. Secretary for Foreign Affairs Enrique A. Manalo administered the oath of office of the newly-elected Board of Trustees of the Department of Foreign Affairs Ladies Foundation, Inc. Outgoing DFALF President Assistant Secretary Celia Anna M. Feria reported milestones of DFALF in the previous year such as the all-time-high membership of 736, an increase of 42 percent from 2023 and a significant bump in donations. In her remarks, Mme. Pamela Louise Manalo commended the outgoing Board of Trustees under the leadership of Assistant Secretary Celia Anna M. Feria for the remarkable achievements of DFALF in the previous year. The Chairperson also thanked the outgoing Board for cultivating the partnerships which sustain the Foundation’s Scholarship Program. She expressed her confidence that the Foundation will continue to thrive under the 2025 Board of Trustees.
Closing the ceremony, 2025 DFALF President Acting Deputy Undersecretary Christina Gracia Rola-McKernan delivered her acceptance speech. She recalled her experience in DFALF as part of the Scholarship Selection Committee 20 years ago and as a witness of the inauguration of the first version of the DFA Day Care in 2007. “It comes as no surprise that these two programs of DFALF have endured and evolved to offer more benefits to those who need them”, she added. President Rola-McKernan expressed her desire to continue the work that has been done to further advance the cause of DFA employees and their family members. “With me today, are a dynamic set of women, some of them being DFALF “old hands”, some being newbies and others “in between” like me. From our first meeting, where we accepted our respective positions and committee assignments, I knew that we were a special group with fresh enthusiasm and our own unique set of skills and expertise to offer in the service of the women of DFA. We take to heart the principle of “women empowering women”, as we accept our new roles.”, she affirmed.

The DFA Ladies Foundation, Inc. (DFALF) held its annual General Assembly and celebrated the 28th year of the Foundation on 17 December 2024 at the Carlos P. Garcia Conference Room. The event was graced by DFALF Chairperson Madame Pamela Louise Manalo and was joined by the 2024 DFALF Board of Trustees, Incoming Trustees, DFALF members who joined onsite and those online from the new DFA Headquarters in DD Tower, Consular Offices, and Foreign Service Posts.
DFALF Chairperson Manalo appreciated the commitment and hard work of the 2024 DFALF Board of Trustees, under the leadership of President Celia Anna M. Feria. “I would like to express my deepest gratitude to the Board of Trustees for their hard work and commitment. I commend the dedication and dynamism that brought about positive results for the foundation and to its members.”, Chairperson Manalo said. She lauded the Trustees for their tireless office-to-office membership drive that brought significant increase in membership, from 520 members last year to the all-time-high tally of 736 for 2024. The Chairperson highlighted the increased donation of Metrobank Foundation, Inc. (MBFI) that allowed the foundation to expand the reach of the Scholarship Program. She also thanked all the partners and donors for their support to the DFALF Community, and the members for their active participation in the Foundation’s projects.

Outgoing DFALF President Celia Anna Feria delivered her year-end report highlighting the activities and projects of the Foundation for 2024. Under her leadership, the 2024 Board of Trustees led the foundation into a remarkable growth, fulfilling DFALF’s mission to promote unity, camaraderie and esprit de corps among its members. Among the activities were the Workplace Wellness activity, papercutting workshop, and seminars such as Breast Health Talk and Child Safety and Security in Public Spaces. President Feria also conveyed how a member’s 500-peso membership fee went a long way in supporting DFALF scholars, financing the needs of members in their times of distress, funding charitable projects, and providing various wellness activities for the members. “I would like to convey our sincerest gratitude to our Chairperson - Madame Pamela Louise Manalo for the trust and confidence you have given to the 2024 DFALF Board of Trustees”, said President Feria and thanked the members for their steadfast commitment to the Foundation.
DFALF Treasurer Lorleejane S. Mandi updated the members of the financial status of the Foundation, which includes the collections and disbursements incurred since the assumption of the 2024 Board of Trustees. Treasurer Mandi also noted that the Foundation is in good financial standing.

(DFALF) hosted a webinar entitled “Public Spaces: Are Your Children Safe?” with the aim of providing practical tips on keeping children safe while outside the home.

Serving as resource speaker was Police Corporal (PCpl) Jill S. Clave, an investigator from the Women and Children Protection Desk (WCPD) of the Pasay City Police. With 14 years’ worth of experience under her belt, Pcpl Clave shared public safety tips based on child abuse cases she has investigated. “Encourage your children to speak up and seek assistance, if they feel threatened or unsafe;” PCpl Clave reiterated to the audience during her presentation

DFALF hosts Breast Health Talk for October’s Breast Cancer Awareness Month
09 October 2024 - Committed to promoting the health and wellness of its members, the DFA Ladies Foundation Inc. (DFALF) spearheaded a breast health talk at the Carlos P. Garcia Conference Room, in observance of “Breast Cancer Awareness Month” this October.
“Breast cancer is a serious issue that needs to be addressed as the breast is ranked as the ‘top cancer site’ among cancer cases in the Philippines.” Ms. Anna Marie Guerra (DFALF’s Corporate Secretary and Committee head for Activities), emphasized during her opening remarks.
Serving as resource person was Dr. Nicole Ann “Aika” Buenavista , a Lifestyle, Aesthetic and Occupational Health Physician. During the one-hour seminar, Dr. Buenavista distinguished between facts and myths about breast cancer and shared ways on how to improve breast health by adopting lifestyle changes, maintaining a well-balanced diet, and having regular breast examinations.
At least seventy (70) on-site and online DFALF members attended the event. DFALF encouraged its members to share what they learned to the rest of their colleagues. END.
DFALF Provides Members with Papercutting Workshop Experience
PASAY 06 March 2024 – The DFA Ladies Foundation, Inc. (DFALF), in celebration of National Arts Month, embraced creativity and relaxation by organizing a papercutting workshop on 29 February 2024 at the Bulwagang Elpidio Quirino of the DFA Main Building. This event was skillfully conducted by Mr. Alberto “Badz Magsumbol”, founder of Papercutters Guild of the Philippines.
Paper cutting is the art form of cutting paper with sharp scissors or a knife. It can be as simple or intricate as the paper artist chooses. It has definitely stood the test of time and will continue to be a popular art form amongst many cultures. Many other cultures have also been using paper cutting in a variety of different techniques and as part of celebrations.
This endeavor of DFALF aims to provide a holistic experience to its members, allowing them to acquire a new skill, take a break from their daily work routine, and undertake meditation through the art of writing. The event was attended by 35 onsite and virtual participants. END

The outgoing President, Deputy Assistant Secretary Mary Jennifer D. Dingal, led the introduction of the 2024 Trustees followed by her farewell remarks as a two-time member of the DFALF Board of Trustees (2022-2023 as First Vice President and President respectively). In her remarks, Madame Pamela Louise Manalo conveyed her appreciation and commendation to the outgoing 2023 Trustees under the leadership of Deputy Assistant Secretary Mary Jennifer D. Dingal. “Allow me to shine a spotlight on some noteworthy projects spearheaded by the DFALF in the past year. The pioneering DFALF Painting Class and art exhibit, the enlightening “DFA is SAFE” lecture series, the inventive DFALF Filipiniana Doll Making competition, the relaxing calligraphy session, the empowering DFALF “Beauty Unleashed: Inside and Out” events at the Main Building and at the OCA-Aseana, the captivating DFALF Film Viewing, and the invigorating Krav Maga session – all reflect a year replete with exciting and engaging activities for the DFALF members”, Mme. Manalo said in her remarks.

To close the ceremony, the 2024 DFALF Incoming President, Senior Special Assistant Celia Anna M. Feria had her acceptance speech. She assured SFA and Chairperson Manalo that the 2024 DFALF Board of Trustees will continue to expand the projects and initiatives of the DFALF, strengthen its General Funds, and to look for more partners and colleges that can provide more scholarship opportunities to the members. DFALF Celebrates its 27th Year and holds its year-end General Assembly
The DFA Ladies Foundation, Inc. (DFALF) held its annual General Assembly and celebration of the Foundation’s 27th anniversary on 18 December 2023 at the Carlos P. Romulo (FSI) library. The event was graced by the 2023 DFALF Board of Trustees, incoming Trustees, and DFALF members in the main office and streamed live via Zoom for members in consular offices and Foreign Service Posts.
In her opening remarks, the DFALF Chairperson, Pamela Louise Manalo, thanked the 2023 DFALF Board of Trustees, under the leadership of President Mary Jennifer Dingal, for their dedication and commitment to the Foundation. “On behalf of all DFALF members, I commend and express gratitude to each Trustee for their unwavering dedication and service. Your hard work in fulfilling the mission and objectives of the Foundation serves as an inspiration to incoming Trustees and our entire membership”, Chairperson Manalo said in her remarks. She also thanked all partners, corporate and individual donors who contributed to the success of DFALF this 2023.
The outgoing DFALF President, Mary Jennifer D. Dingal also delivered her year-end report. The President took everyone to a trip down memory lane, highlighting the projects and activities of DFALF in the past year. The 2023 Board of Trustees, under her leadership, implemented projects aligned with the Foundation’s mission: fostering unity, promoting camaraderies, instilling esprit de corps among its members, and contributing to their physical, intellectual, and social development, including the pioneering DFALF Painting Class and art exhibit, the “DFA is SAFE” lecture series, the DFALF Filipiniana Doll Making competition, the DFALF Beauty Unleashed: Inside and Out, and the DFALF Film Viewing in partnership with the Film Development Council of the Philippines.
The DFALF Treasurer, and member of the 2023 Scholarship Committee, Lourdes Francis M. Morallos, updated the members on the cash collection/receipts and disbursements since the assumption of the 2023 Board of Trustees. She also noted the Foundation’s good financial standing despite the economic challenges.

As the Chairperson for the Scholarship Committee, she also gave a message to the scholars and their parents, “To all our DFALF scholars, I pray that you will continue to study harder and serve as an inspiration to future aspiring scholars, as determining the recipients of the DFALF Scholarship Grant has always been a difficult process for us and is based on the guidelines of the program. To the parents, our DFALF members, I encourage you to continue to guide and support your children and hopefully, one day, it will be your time to help another child to continue his/her education”, she said in her closing remarks.

DFALF Celebrates its Christmas Party with the DFA Day Care Center; holds a Krav Maga Class in support of 18-Day Campaign to End Violence Against Women
The DFA Ladies Foundation, Inc. celebrated Christmas with the children of the DFA Day Care Center last 14 December 2023. The event was graced by DFALF Chairperson Pamela Louise Manalo, HRMO Deputy Assistant Secretary Mersol J. Mellejor, BWD Director Greg Marie Marino, DFALF First Vice President Candy S. Cypress-Bauzon, and members of the DFALF Board of Trustees.
DFALF First Vice President Candy S. Cypres-Bauzon read a five-minute tale for the children entitled “The Elves and the Shoemaker”. After the story telling, the children had some party games before they received their gifts from the DFALF Chairperson Pamela Louise Manalo.
Following DFALF’s Chrismtas Party was a Krav Maga Class conducted by Mr Dindo De Jesus of the International Krav Maga Federation Inc. The event was held in support of the National 18-Day Campaign to End Violence Against Women (VAW). A total of 20 DFA employees participated in the event.
Participants of the activity were taught practical application of self-defense techniques to address dangerous situations. The instructor emphasized the need to try to de-escalate a situation, to use personal belongings, such as bags and umbrellas, as shields, to always be vigilant of one’s surroundings, and to use quick and effective actions to get out of harmful situations.
The 18-Day Campaign to End VAW supports the Philippine government’s goal of protecting the human rights of women and girls by upholding its commitment to address all forms of gender-based violence as enshrined in the 1987 Constitution. END.
DFALF Elevates Workplace Wellness with Inaugural Film Viewing in Collaboration with FDCP
14 November 2023 - The DFA Ladies Foundation, Inc. (DFALF), in an impactful partnership with the Film Development Council of the Philippines (FDCP), held the first-ever DFALF Film Viewing on 10 November 2023 at the DFA Main Building.
Through a thoughtful selection of films addressing pertinent women's issues in society, DFALF, in collaboration with the FDCP, showcased cinematic gems that resonate with the Foundation's commitment to fostering awareness and understanding. The films featured included "Foster Child" (2007) by Brillante Mendoza, "Insiang" (1976) by Lino Brocka, "Brutal" (1980) by Marilou Diaz-Abaya, and "Lola" (2009) by Brillante Mendoza.
The event was attended by 75 Department employees, including outsourced personnel. Ms. Gabriel Venice P. Velazco and Ms. Lyca Jularbal of FDCP - Local Festival and Inter-Agency Partnership Programs, also graced the occasion with their presence.
The DFALF, true to its advocacy to promote holistic wellness within the workplace, organized this Film Viewing to contribute to the physical, intellectual, and social development of its members. DFALF PROMOTES WORKPLACE WELLNESS AT DFA OCA-ASEANA
The DFA Ladies Foundation Inc. (DFALF) continues its commitment to employee well-being with an extension of its successful wellness event held on 22 September 2023. This time, the initiative was brought to the DFA OCA-Aseana, enhancing the workplace experience for its dedicated personnel, at the G/F Holding Area of the Office of Consular Affairs-Aseana (OCA-Aseana) on 07 November 2023.
DFALF Chairperson Pamela Louise Manalo and OCA Assistant Secretary Adelio Angelito Cruz, who assumed his post on 03 November 2023, graced the occasion. The event also saw the presence of DFALF Board of Trustees members and Foreign Service Officers from the DFA-OCA.
In collaboration with Derm Factor Essentials, DFALF offered complimentary services to all OCA-Aseana employees, including outsourced personnel. Attendees enjoyed services such as aromatic facials, foot and hand spas, back massages, and haircuts. Additionally, optional add-on services, including the Rejuvenating Facial Package, Unlimited Warts/Skin Tag Removal, Ear Candling, Eyelash Lift/Perming, and other premium services, were made available at a nominal fee. A total of 302 different services were rendered during the event.
Derm Factor Essentials, DFALF's activity partner, was founded by Mr. Joselito Alaba Jr. and has been actively engaged in corporate social responsibility since 2009. The organization collaborates with government institutions, providing non-profit services to public servants. MANILA, 9 October 2023 - The DFA Ladies Foundation, Inc. (DFALF) and International Bazaar Foundation, Inc. (IBF), chaired by Mme. Pamela Louise Manalo, proudly announced the renewal of their partnership with AMA Foundation, Inc. This significant milestone was marked by a Memorandum of Agreement signing held at the Raffles Salon, Raffles Hotel Makati, on 6 October 2023.
The signing ceremony was graced by the presence of Chairperson Amable R. Aguiluz V, Special Envoy to Japan for Trade and Investments, alongside DFALF and IBF Chairperson Pamela Louise Manalo.
For years, DFALF and IBF have stood as stalwart partners in the realm of education, endeavoring to provide responsive educational opportunities tailored to the needs of today's learners. Through this renewed Agreement, both foundations reaffirm their dedication to nurturing future leaders by granting twelve (12) scholarship slots each for AMA Educational System Campuses, St. Augustine School of Nursing, AMA Graduate Programs, and AMA Online Education.

DFALF Provides Members with Enlightening Calligraphy Experience
MANILA, 9 October 2023 - The DFA Ladies Foundation, Inc. (DFALF) embraced creativity and relaxation by organizing a hybrid calligraphy class on 4 October 2023 at the Bulwagang Elpidio Quirino of the DFA Main Building. This event was skillfully conducted by Ms. Elna Smith, a calligraphy enthusiast who has been teaching classic and traditional calligraphy since 2018.
DFALF, known for its commitment to the well-being of its members, introduced this Calligraphy Class as part of its 2023 wellness initiatives. This endeavor aimed to provide a holistic experience to its members, allowing them to acquire a new skill, take a break from their daily work routine, and undertake meditation through the art of writing.
The event witnessed the enthusiastic participation of 30 attendees on-site and 10 online participants. Under the expert guidance of Ms. Smith, participants delved into the world of calligraphy, mastering the basic alphabetical letters and expressing gratitude in multiple languages using the elegant Copperplate calligraphy font. 26 September 2023 - The DFA Ladies Foundation, Inc. (DFALF) ushered in its highly anticipated 2023 Wellness Season alongside its partner Derm Factor Essentials in a beauty and wellness event held on 22 September 2023. The event took place at the DFA Main Building, 14th Floor, Bulwagang Elpidio Quirino, from 8:00 a.m. to 5:00 p.m., and was aptly named "Beauty Unleashed: Inside and Out."
DFALF's members were pampered with an array of complimentary services, including aromatic facials, foot and hand spa treatments, back massages, and haircuts. They also had the option to indulge in premium add-on services such as the Rejuvenating Facial Package, Unlimited Warts/Skin Tag Removal, Ear Candling, Eyelash Lift/Perming, and various other upgraded treatments, all available at minimal rates. Nearly two hundred forty (240) distinct services were availed by enthusiastic members throughout the daylong event.
DFALF’s activity partner, Derm Factor Essentials, was founded by Mr. Joselito Alaba Jr.. 11 August 2023, Pasay City - The DFA Ladies Foundation Inc. (DFALF) and the International Bazaar Foundation, Inc. (IBF) held a Scholars’ Appreciation Day with one of their long-time partners and scholarship donor, Metrobank Foundation Inc. The event was attended by the Secretary for Foreign Affairs Enrique A. Manalo, Metrobank Foundation Inc. (MBFI) President Aniceto M. Sobrepeña, MBFI Executive Vice President Philip U. Dy, and the 2023 DFALF and IBF Board of Trustees on 10 August 2023 at the FSI Library.
The two Foundations, which are both chaired by Madame Pamela Louise Manalo, wife of Secretary Manalo, share common missions and objectives, which are to develop unity, promote camaraderie, contribute to the physical, intellectual and social development of its members, and be engaged in activities/projects beneficial to not only the DFA personnel but also to the communities they serve.
This year, both Foundations were able to fulfill its goals and objectives by way of improving their flagship project, the scholarship program. The DFALF was able to increase its scholarship offering with 15 additional slots, while the IBP has 13 more.
In her opening remarks, DFALF President Mary Jennifer Dingal extended the DFALF’s heartfelt gratitude and appreciation to MBFI.
“This remarkable addition to our already-existing number of scholars would not have been possible without the generosity of one of our partners, Metrobank Foundation Inc. – the corporate social responsibility arm of the Metrobank Group. Just like mission of DFALF and IBF, MBFI implements various programs on education, visual arts, health, and in recognition of excellence among key professions. And, over the years, under the leadership of President Aniceto M. Sobrepeña and Executive Vice President Philip Francisco Dy, MBFI has emerged as one of the country’s most active corporate philanthropic organizations and has since garnered various awards both in the local and international scene,” Ms. Dingal said.
Both Foundations awarded a Certificate of Appreciation to Mr. Sobrepeña and a Plaque of Appreciation to MBFI. The awarding was headed by Overall Chairperson Pamela Louise Manalo, DFALF President Mary Jennifer D. Dingal, and IBF Vice Chairperson Helen Ong.
One active scholar and two alumni shared testimonials on how both Foundations made an strong and positive impact in their education and their future. Ms. Christine Joy Capungoll, an existing IBF/STI Scholar, Mr. John Carlos T. Roales, a graduate of BS Civil Engineering IBF Batch 2019 from UP Los Banos, and Mr. Mark Angelo Uzagara, DFALF Scholar Batch 2023 with the program of BS Information Technology at STI EDSA shared their experiences and the successes resulting from their hard work and dedication to their studies.
The event was followed by the presentation of the 2023 DFALF and IBF scholars by DFALF First Vice President and Scholarship Committee Chair Candy S. Cypres-Bauzon and IBF Executive Director Nora C. Salazar. Scholars received a Certificate of Scholarship Grant from both Foundations as they have successfully passed the screening process of both Foundations.
“Determining the recipient of the IBF and DFALF Scholarship Grant has always been difficult and is based on the guidelines of the Program,” IBF Executive Director Nora Salazar said.

DFA Ladies Foundation Holds Lecture Series "DFA is SAFE" for Outsourced Personnel
PASAY CITY 13 April 2023 — In celebration of National Women’s Month and as an effort to foster inclusivity within the Department of Foreign Affairs (DFA), the DFA Ladies Foundation (DFALF) organized the “DFA is SAFE” lecture series on 24 and 31 March 2023. Sixty outsourced personnel who serve as security and safety officers participated in said lectures.
In her opening remarks, DFALF President Mary Jennifer D. Dingal acknowledged the important role of outsourced personnel in ensuring that the Department is a safe and secure haven, not just in terms of physical security and cleanliness, but also in terms of freedom from any threat of violence or harassment.
DFALF Corporate Secretary Atty. April R. Casquejo and Assistant Corporate Secretary and Legal Committee Chair Atty. Chareloa Tereze Marcial led the interactive lectures, focusing on the premises and obligations stated in Republic Act 11212, also known as the” Safe Spaces Act” or the “Bawal Bastos Act”. The law, signed in 2019, prohibits gender-based sexual harassment in public spaces, including cyberspace and workplaces, and prescribes protective measures and penalties for violators. END
PASAY CITY 09 March 2023 — To increase public awareness and appreciation of the virtues of wearing the hijab, a cultural and religious symbol for Muslim women, the DFA’s Department Legislative Liaison Unit (DLLU), Office of Public and Cultural Diplomacy (OPCD), and Office of Middle East and African Affairs (OMEAA), in cooperation with the DFA Muslim Personnel Association, successfully organized "A Public Forum on Understanding the Hijab" held at the DFA Carlos P. Romulo Library on 09 March 2023 to coincide with the DFA’s National Women’s Month celebration.
Secretary for Foreign Affairs Enrique A. Manalo in his welcome remarks highlighted that this public forum puts the spotlight on a different side of women’s rights discourse - the perspective of Muslim Filipinas through the hijab. “This should be one of the end goals of cultural diplomacy - to foster not just understanding but inclusivity as well. Every point of view is heard, everyone gets to have a seat at the table, and that no one gets left behind. That, in essence, is the mission of DFA - to promote and protect every Filipino’s interest, regardless of religion or gender, in the global community,” Secretary Manalo added.
First District of Maguindanao and Cotabato City Representative, and principal author of House Bill 5693 declaring every February 1 as National Hijab Day, Congresswoman Sittie Shahara I. Mastura shared that she found comfort and pride in wearing the hijab. “Wearing the hijab must be accompanied by hijab of the eyes, hijab of the heart, hijab of thought, and hijab of intention,” Congresswoman Mastura emphasized.
Also gracing the event were First District of Lanao Del Norte Representative Mohamad Khalid Q. Dimaporo, Lone District of Quirino Representative Midy N. Cua, National Commission on Muslim Filipinos Deputy Executive Director Atty. Jehan-Jehan A. Lepail, actress and spouse of Senator Robinhood Padilla Mrs. Mariel Padilla, and Ms. Queenie Padilla, who shared their respective insights on the topic.
Congressman Dimaporo provided a background on House Bill No. 5693 and Senate Bill No. 1410 that aim to institutionalize the observance of National Hijab Day. Meanwhile, actress Mariel Padilla shared her own experience as a Catholic woman married to a Muslim man.
DFA Ladies Foundation, Inc. Chairperson Madame Pamela Louise Manalo and Representative Cua volunteered to wear the hijab as Queenie Padilla gave a demonstration on how to properly wear it.
“Awareness is the seed of understanding, and with understanding comes respect and tolerance,” Assistant Secretary for Public and Cultural Diplomacy Arvin de Leon said in his closing remarks. “Hijab is not only an expression of faith, but also an expression of empowerment,” Assistant Secretary De Leon added. 20 March 2023 (Pasay City) - The DFA Ladies Foundation (DFALF) held its first art exhibition on 16-17 March 2023 at the Carlos P. Romulo Library of the Foreign Service Institute. The event is a culmination of the Foundation’s celebration of National Arts Month and Women’s Month.
In her opening remarks, DFALF Chairperson Madame Pamela Louise H. Manalo congratulated participating members and their family members for taking part in DFALF activities.
“It is my hope that the works displayed here will inspire pride and interest in Filipino artistry, and spark conversations on the vital role of women in the Philippine Foreign Service and in the broader society. Let this exhibit be an expression of DFALF’s unwavering commitment to securing a sustainable and inclusive future for the Philippines and beyond,” Madame Manalo said.
“This exhibition is a manifestation of women’s talent, capability, and empowerment,” stated First Vice President Candy Cypress-Bauzon, as she shared DFALF’s commitment to support and organize activities that will contribute to the physical, intellectual, and social development of women.
Fifty members and family members from various DFA offices answered the call for artwork submission with the theme Unity, Self-Awareness, Empowerment, and Reaching Out held from 17 to 27 February 2023. In announcing the artists of most liked entries, Sociocultural and Emergency Committee Head Jacqueline L. Ong emphasized, “We are all winners because we are all women.”

28 February 2023 (Pasay)--The Department of Foreign Affairs Ladies Foundation (DFALF) organized a painting workshop for its members entitled “Of Females and Flowers: A DFALF Painting Class” on 28 February 2023 in celebration of National Arts Month.
Ms. Cheryl Navarro, a self-trained artist who has competed in national art competitions, conducted a guided acrylic-on-canvas painting workshop using a flowery field landscape and woman portrait as reference.
“You will not paint a similar lady as mine,” Ms. Navarro said, “The woman you will paint will be different because that is who you are.” Ms Navarro encouraged the participants to to paint based on their unique perspectives.
The painting activity ties up with the commemoration of Women’s Month this March with an exhibition to be held at the Department of Foreign Affairs on 16-17 March 2023.
Forty members from the Department Home Office, Philippine Embassy in Beirut, Philippine Embassy in Oman, and several members from Philippine Consulates and Consular Offices participated in the workshop.
Presidential Declaration 683 signed by then President Corazon Aquino in 1991 declares February of every year as National Arts Month to celebrate artistic excellence and pay tribute to Filipino artistry. END

(DFALF) on 12 January 2023 at the Carlos P. Garcia Hall of the DFA Main Building. The oath-taking ceremony was witnessed by the DFALF Chairperson Pamela Louise Manalo.
Outgoing DFALF President Kristine Leilani R. Salle briefly discussed the election process held from November to December 2022 and formally presented the following elected Board of Trustees:

In her remarks, Madame Pamela Louise Manalo conveyed her appreciation to the outgoing 2022 Trustees under the leadership of Deputy Assistant Secretary Kristine Leilani R. Salle. She expressed her enthusiasm to work with the new Board and discuss new ideas, projects, and activities that will further promote camaraderie and generate esprit de corps among its members and the DFA Community.
2023 President Mary Jennifer D. Dingal affirmed the commitment of the new Board to fulfill its mandate to serve and make a big difference in the lives of DFALF members and their families.
She also said that the 2023 Trustees will take inspiration from the outgoing Trustees. “We have big shoes to fill and yours is undeniably a hard act to follow. You left behind a strong DFALF and your legacy will serve as our foundation stone and building blocks to continue what you have started,” Ms. Dingal said.
The DFALF is a non-profit organization committed to enriching the lives of the members of the Philippine Foreign Service and the community. Last year, it celebrated its 26th anniversary with almost 500 members. END
PASAY CITY, 21 December 2022 – The DFA Ladies Foundation, Inc. (DFALF) held its annual General Assembly and celebration of the Foundation’s 26th anniversary on 15 December 2022 at the DFA. The hybrid event was attended by DFALF members in the DFA home office and consular offices in the Philippines and in Philippine Foreign Service Posts worldwide.
“It is amazing how a small organization of female employees of the DFA turned into something much bigger and is now celebrating its 26th year… the DFALF has indeed greatly contributed to the wellbeing not only of its members but the DFA community as a whole,” DFALF Chairperson Mme. Pamela Louise Manalo said in her opening remarks.
“We have certainly come a long way from our humble beginnings back in 1996 and we must never forget why we started the Foundation in the first place,” she added.
The Chairperson commended the 2022 DFALF Board of Trustees, led by the DFALF President Kristine Leilani R. Salle, for their dedication and service to the Foundation.
As part of the President’s Report, Ms. Salle enumerated the various projects and activities done by the Foundation in 2022, which included the vitamins distribution project, the addition of eighteen (18) DFALF scholars to its flagship project, the 2022 wellness series, and the continuous support and assistance to the DFA Day Care Center.
DFALF Treasurer Joena R. Flores noted the Foundation’s good financial standing despite the economic challenges being faced by everyone, whether a private or public institution.
Ms. Maria Cecilia P. Wenceslao, Membership Committee Chairperson, gave an update on the option of auto-renewal of membership via salary deduction, while Atty. April R. Casquejo, Corporate Secretary, discussed the amendment of the Foundation’s bylaws and presented the 2023 DFALF Board of Trustees.
There were also video greetings from different offices, consular posts, and Foreign Service Posts, as well as performances from the scholars and other colleagues.
A raffle draw was held with prizes donated by the DFALF merchant partners Ditta Sandico, Allena, Fitness First, SM Hotels and Conventions Corp., and McDonalds. Some prrizes were also donated by Undersecretary Carlos Soretta and Mrs. Maria Consuelo Sorreta and Secretary for Foreign Affairs Enrique A. Manalo.
The closing remarks were delivered by DFALF First Vice President Mary Jennifer Dingal on behalf of the 2022 Board of Trustees.
The General Assembly was facilitated by Ms. Wenceslao and Ms. Cherill Tubojan R. Uzaraga, DFALF Auditor.
After the General Assembly, a Christmas Party was held for the enrollees of the DFA Day Care Center. It was organized by HRMO, and graced by HRMO Executive Director Mersole J. Mellejor, Benefits and Welfare Division Acting Director Greg Marie C. Mariño, Principal Assistant Norman Anthony C. Arrieta, and Teacher Ann Romielle B. Briones-Perez. Mme. PASAY CITY, 12 December 2022 – The DFA Ladies Foundation, Inc. (DFALF) concluded its 2022 wellness series by conducting a Krav Maga class with the International Krav Maga Federation (IKMF) in observance of the 18-day campaign to stop violence against women (VAW). The activity was conducted by Coach Jess Garci at the DFA Bulwagang Apolinario Mabini (BAM) on 01 December 2022.
The 18-Day Campaign to End VAW supports the Philippine government’s goal of protecting the human rights of women and girls by upholding its commitment to address all forms of gender-based violence as enshrined in the 1987 Constitution.
Participants of the activity were taught practical application of self-defense techniques to address dangerous situations. The instructor emphasized the need to try to de-escalate a situation, use personal belongings such as bags and umbrellas as shields, always be on alert and scan one’s surroundings, and use quick and effective actions to get out of harmful situations.
“The ultimate goal of the DFALF’s wellness series is to help our members empower themselves. Developing their ability for self-care and self-protection contributes to that goal,” DFALF President Kristine Salle said.
The DFALF conducted a total of seven (7) wellness activities from September to December 2022: Sound Bath Meditation, Zumba Class, 1st and 2nd batches of Calligraphy Class, Dance Class, Bike Class, and the recently-conducted Krav Maga Class. PASAY CITY, 28 November 2022 – The DFA Ladies Foundation, Inc. (DFALF) recently concluded three activities as part of its wellness series - a Dance Class with the Philippine Baranggay Folk Dance Troupe, the 2nd Batch of the Calligraphy lessons with Ms. Elna Smith, and a Bike Class with the DFA Bike Society.
The dance class was conducted on 17 November 2022 at the DFA Bulwagang Elpidio Quirino (BEQ). It was facilitated by the Philippine Baranggay Folk Dance Troupe (PBFDT), headed by their administrative and creative director, Mr. Ronnie Del Barrio. Founded in 1946, the PBFDT is one of the oldest dance troupes in the Philippines. Mr. Del Barrio is also the founder of the Lahing Kayumanggi Dance Company in London. Participants were taught the dance “Sua Ku Sua” which originated in Jolo, Sulu and means “My Pomelo Tree”. The tree in the dance, which is described as having fragrant flowers, slender branches and bears a beautiful fruit, symbolizes a lady of sophistication.
Due to popular demand, the Foundation conducted a second calligraphy session with Ms. Elna Smith on 22 November 2022 at the BEQ. It was attended by almost thirty (30) DFALF members. As with the first batch, the DFALF provided the calligraphy kits containing a dip pen, calligraphy nib, walnut ink, and a grid paper to the participants. In line with the holiday season, participants were taught how to write Christmas greetings using the “Copperplate” calligraphy font.
For its final wellness activity for November, the DFALF partnered with the DFA Bike Society and conducted a biking class on 24 November 2022 at the DFA Basketball Court for members who wanted to learn how to ride a bike. DFALF Corporate Secretary Atty. April R. Casquejo acted as the facilitator and was assisted by the DFA Bike Society members Mark Ponce, Ronniemar Napao, Marco Flores, Joena Flores, Bernie Arroyo, Leo Marquez, and Keiichi Fulcher. Aside from coaching and guiding the participants on how to ride a bike, the activity also taught the basic rules of biking and the different parts of the bike, and also included stretching exercises.
The DFALF will hold its last wellness activity for the year on 1 December 2022, with a Krav Maga class to be conducted by the International Krav Maga Federation Philippines at the DFA Bulwagang Apolinario Mabini (BAM) from 4:30pm to 6:00pm. The activity is being held in observance of the National 18-day Campaign to Stop Violence Against Women. END
The DFA Ladies Foundation, Inc. (DFALF) continues its mission to contribute to the physical, intellectual, and social development of its members by conducting two wellness activities in October 2022.
In partnership with Fitness First and Evolution Wellness Philippines Inc, the DFALF held a Zumba Class on 14 October 2022 at the Department of Foreign Affairs. The event was facilitated by Coach Ely Quirino, who is a licensed teacher of Zumba and its various forms.
The Zumba class would not have been possible without the assistance of Fitness First, one of the largest fitness brands in the world, and the largest in Southeast Asia. Fitness First also offers other group fitness classes including HIIT and boxing. Fitness First has been a partner of the DFALF since 2021.
Meanwhile, on 24 October 2022, the DFALF held a calligraphy class also at the Department of Foreign Affairs. The class was facilitated by Ms. Elna Smith, who is a calligraphy enthusiast and has been doing and teaching classic or traditional calligraphy since 2018. The one-and-a-half-hour class taught members how to write using the “Copperplate” calligraphy font.
The DFALF has already conducted three wellness activities this year. For the month of November, the Foundation will conduct four wellness activities: Biking with the DFA Bike Society, Dance Class with the Philippine Barangay Folk Dance Troupe, a second batch of the Calligraphy class with Ms. Elna Smith, and Krav Maga Class with the International Krav Maga Federation. PASAY CITY, 14 October 2022 – The DFA Ladies Foundation Inc. (DFALF) distributed laptops, tablets and smart phones for the use of its scholars at this time of hybrid classes in a ceremony on 13 October 2022. DFALF scholars who are in levels Grade 9 to college each received a laptop while scholars in levels Grade 8 and below received either a smart phone or a tablet.
In her remarks, DFALF Chairperson Pamela Louise Manalo highlighted how the DFALF Scholarship program continued to assist deserving students despite the pandemic.
“I am proud to say that our flagship project, the Scholarship Program, has assisted and provided scholarship grants to a total of 360 students. As of September 2022, the DFALF has 57 active scholars, 28 of whom are college students while 21 are in the K-12 program. Even with the limitations and challenges brought about by the pandemic, the DFALF made sure that its scholarship program would not be affected,” Chairperson Manalo said.
A turnover ceremony of 159 books from the National Bookstore shortly followed and was facilitated by DFALF Corporate Secretary April R. Casquejo. The donated books were turned over to the Human Resources Management Office (HRMO) through Assistant Secretary Christopher B. Montero, Executive Director Mersole J. Mellejor, and Teacher Ann Romielle B. Briones-Perez. This is the second time the National Bookstore has donated to the Center.

The DFA Ladies Foundation Inc. (DFALF) hosted a Sound Bath Meditation with Ms. Citadel Muñoz-Cruz on 29 September 2022 at the DFA Day Care Center. The activity is the first of the six wellness activities that will be organized by the DFALF this year in fulfilling its mission to contribute to the physical, intellectual, and social development of its members.
The course facilitator, Ms. Citadel Muñoz-Cruz started her own healing journey by learning Reiki, becoming a Level 2 practitioner in 2016 in Berlin, Germany. In 2017, she expanded into sound healing using crystal singing bowls and other instruments. She received her certification in Singapore in 2018. Ms. Muñoz-Cruz also teaches Baybayin, the ancient Filipino writing system, to help Filipinos reconnect with their ancestral roots.

Faithful to its mission to contribute to the welfare of DFA personnel and its members, the DFA Ladies Foundation, Inc. (DFALF) undertook three projects in 2022 under the leadership of its Chairperson, Mme. Maria Lourdes B. Locsin.
On June 12, 2022, the DFALF participated in the International Mini Bazaar and ASEAN Fest held at the Music Hall in SM Mall of Asia with the Chairperson, Mme. Locsin, as the event’s keynote speaker.
At the bazaar, the DFALF joined the DFA Special Projects Unit (DFA-SPU) booth and sold a variety of DFALF merchandise including lanyards, towels, and t-shirts bearing the DFALF logo. All proceeds raised from the sales of the DFALF merchandise accrued to the DFALF scholarship fund.
DFA-SPU serves as the secretariat of the three foundations chaired by the Spouse of the Secretary of Foreign Affairs: the ASEAN Ladies Foundation, Inc. (ALF), the International Bazaar Foundation, Inc, (IBF), and the DFALF.
Mme. Locsin and the DFALF Board of Trustees, together with Foreign Affairs Secretary Teodoro Locsin, Jr., also donated a children’s slide to the DFA Day Care Center (DCC) on 24 June 2022. The DFALF distributed goodie bags to and received thank you messages from the children-enrollees of the DCC. Also in attendance were Executive Director Mersole J. Mellejor and Director Alan Gabriola of the Human Resources Management Office of the DFA. The DFALF is a co-founder of the DFA-DCC, which was established in June 2010.
Mme. Locsin also viewed the donated books coursed through the International Bazaar Foundation. A corner of the DFA Day Care library has been dedicated to books donated from Adarna House and the Philippine Consulate General in Frankfurt.
Under the leadership of Mme. Locsin, the DFALF distributed vitamins to members of the DFA community. The DFALF scholarship committee is also evaluating several scholarship applications for CY 2022. As of 2021, DFALF has 55 active scholars. DFALF President Kristine Leilani Salle and the Board of Trustees took the opportunity to thank Mme. Locsin for her committed and dedicated service to the DFALF.

Madame Maria Lourdes B. Locsin, Chairperson of the International Bazaar Foundation, Inc. (IBF) and the DFA Ladies Foundation, Inc. (DFALF), led the turnover of children’s books and vitamins on 7 June 2022 at the Carlos P. Garcia Conference Room to the Department of Foreign Affairs (DFA).
DFA Executive Director for Human Resources Management Mersole J. Mellejor received the books, which will become part of the library of the Philippine-Swiss Friendship Center (formerly DFA Day Care Center).

Mme. Locsin also oversaw the turnover of DFALF’s donation of 1,000 boxes of vitamins to the DFA, for its general services staff.
In 2020, DFALF donated a three-month supply of vitamins to Covid-19 recoverees in the DFA. This was followed by another donation in 2021 that benefited more than 1,000 DFA frontliners.
