Background

For each allocation year/round of Community College Strong Workforce funding (both Local and Regional), the total dollar amount allocated to each District/Region is hard-coded into NOVA. As your plans with budgets are fully certified in NOVA, your total overall budget for all plans in that allocation year/round begin to add up. Because of how NOVA calculates your budgets against the hard-coded allocation, you may experience some errors along the way.

Submitting your plans for initial certification

Once you've prepared your budgets for the entire allocation year/round, you can begin submitting plans for certification. Before doing so, double-check that your combined budget equals your allocation! You will not receive warnings as you're adding budget items. Rather, requested budgets are not recognized against your allocation until your Fiscal Approver pushes their "Approve" button on submitted plans.

As the Fiscal Approver continues to "Approve" your plans, the total requested budgets continue to be added to the total. Each additional plan that is approved will be checked against the running total to ensure that the new approved total will not exceed the allocation. If it does, the Fiscal Approver will get an error window notifying them that, if the current plan is approved, the allocation limit will be exceeded. Their only choice will be to Reject the plan.

Be careful with budget modifications between projects

Every now and again, budget modifications are necessary to keep in compliance with our approved plans. But for any budget modifications where funds will be moved from one project to another, precautions must be taken. You may find yourself in a position where you're sure that your budgets match your total allocation, but NOVA won't let you re-submit your plan for certification.
