MOOE Disbursement and Liquidation of Schools in the District of Cabagan

ABSTRACT


This research shed light on evaluating the Disbursement and Liquidation of MOOE, focusing on the areas of Quality, Efficiency, and Timeliness of its implementation in the schools of the District of Cabagan. Respondents to this study are persons responsible for the implementation and reporting of disbursement and liquidation, namely, the school head, Administrative Assistants, SBAC representatives, or person-in-charge of liquidation. This study used Documentary Analysis, interviews, and Four-Likert Scale to gather Qualitative Data. Based on the analysis and interpretation of gathered data and information, schools in the District of Cabagan observed Quality, Efficiency and Timeliness “Always” in their MOOE Disbursement and Liquidation for the last three (3) fiscal years. The best practices identified were (1) Conduct of Regular Coordination Meetings, (2) Accountability and Transparency, and (3) Proper Implementation and Prompt submission of Liquidation Reports. The most critical challenge schools encounter in managing MOOE Fund is its insufficiency. Thus, it recommends that the school head review and strengthen the School Governing Council (SGCs) 's role in planning, budgeting, and controlling MOOE funds. It ensures that MOOE and other school-level funds are incorporated into school improvement plans.
