Implementation of Learning Delivery Modalities in SDO Isabela: A Basis for Strategic Technical Assistance Plan

ABSTRACT


This study assessed the implementation of the Learning Delivery Modalities for distance learning in the Schools Division of Isabela for School Year 2020-2021. The data gathered served as basis in enhancing the Basic Education – Learning Continuity Plan for School Year 2021-2022. The researcher used thematic analysis and narrative inquiry in the open-ended questionnaire using the Midline Readiness Assessment Tool adopted from Regional Memorandum No. 039, s. 2021 regarding issues on schools’ experiences, challenges, practices, and preparations made for distance learning with 527 school heads chosen as respondents via purposive sampling method. The Mixed Method Research Design was used in this study. Based on the Midline Readiness Assessment Tool accomplished by the school heads, they identified the general curricular offerings in the Elementary with the highest percentage of 79. 32 followed by Secondary with 13.85 percent; meanwhile, complete curricular offerings ranked lowest with 6.83 percent. In terms of Learning Delivery Modalities, Modular Distance Learning - Print turned out to be the most implemented with a percentage of 67.74. Meanwhile, other chosen modalities such as Modular Distance Learning combined with RBI and Blended Distance Learning ranked 2nd and 3rd respectively with 12.52 and 10.25 percent. In terms of experiences and best practices in the LDM implementation, most of the school heads expressed that the collaboration of the parents and other external stakeholders are very essential in the successful implementation of the LDMs as they worked in synergy to provide quality basic education to learners amidst pandemic. Schools also observe health and safety protocols to assure safety as they dispense public service. On the challenges in implementing the LDM, the school and its clientele should value the essence of consultative meetings discuss important matters and pressing concerns for the smooth operation of the different LDMs. In terms of the general preparation in implementing the LDM, school heads stated that printing supplies and facilities are prioritized and more realistic yet appropriate assessment strategies among learners should be administered. From the data gathered and analyzed, the researcher inferred that school heads, teachers, learners, parents, and other education stakeholders contribute to the enhancement of BE-LCP. This contribution would propel the Schools Division of Isabela to assist the schools for a better implementation of the chosen modalities for distance learning for the sake of the learners.
