Recruitment, Selection, and Placement (RSP) is one of the four core human resource systems under the Civil Service Commission’s (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). Its primary goal is to ensure open, merit-based, and inclusive hiring and deployment of personnel in the public sector.
